Job description

In times of multiple and overlapping crisis, the Federal Ministry for Economic Cooperation and Development (BMZ) attributes high importance to the development of inclusive and adaptive social protection systems. BMZ is committed to support the expansion of social protection around the globe and works closely with its multilateral and international partners towards achieving this goal. GIZ’s global programme “Global Alliances for Social Protection” supports this endeavor through (i) joint provision of a Digital Public Good (openIMIS), (ii) work on standard setting for interoperability in digital social protection (Digital Convergence Initiative), (iii) supporting finance mobilization for social protection (Global Shield and domestic resources), (iv) enhancing bi-multilateral cooperation and (v) supporting leadership development for social protection.

The Digital Convergence Initiative (DCI) will receive support by the European Commission which GIZ will coordinate. As Advisor, you will contribute to the coordination and project management of the DCI generally, and the EU funded joint action specifically.



Your tasks
  • Provide advice to the Digital Convergence Initiative (DCI) and its partners on digital transformation of social protection systems
  • Analyze national social protection policies and strategies and derive, in a consultative and structured process, a strategy for partner governments on how digital transformation can help achieve their objectives
  • Follow trends in digital social protection globally and derive learnings from other sectors
  • Contribute digital social protection expertise to the Technical Support Facility of the “Global Accelerator for Jobs and Social Protection for Just Transitions”, both at global level as well as to in-country implementations
  • Contribute social protection domain knowledge to the development of DCI interoperability standards
  • Contribute to explorative studies and knowledge products, including events, of DCI
  • Manage external service providers
  • Other tasks as requested by GIZ in relation to the above position


Your profile
  • Bachelor or Master’s degree in social protection, economics, information technology or other relevant subject
  • Several years of professional experience in the field of social protection and/or information technology (complementary to academic experience, ensuring that both areas are covered either academically or through experience) in international organizations, Non-Governmental Organisations, governments, consultancies, IT companies and other initiatives of similar nature as DCI
  • Solid understanding of digital transformation
  • Knowledge on ICT4D, Digital Public Goods - open-source software solutions and open standards is desirable
  • Several years experience in policy advice, ideally also in the Global South
  • Innovative and highly motivated to contribute to the project
  • Teamplayer but able to work independently; goal oriented, reliable, trust-worthy and confident in handling short deadlines
  • Excellent in coordination with strong intercultural communication skills
  • Business fluent in English; fluent in German is desirable; French/Spanish is an advantage

This job is suited to a full or a part-time position.

The willingness for frequent business trips is required.
