GIZ International Services is shortlisted for the EU-funded tender:

Strengthening Public Finance Management in Timor-Leste   

 

The overall objective of this action is to strengthen Public Finance Management at all levels of government to ensure efficient, effective and accountable use of public resources as a basis for improved service delivery.



Your tasks

Tax policy and administration expert – 660 days minimum

In general, it is envisaged that all the experts will provide analysis, assessment, advice and technical documentation while ensuring coaching and mentoring to the staff of the entities where they are placed.



Your profile

Qualification and skills

  • A postgraduate degree in the fields of economics, public finance management, accounting, public administration, or another relevant academic field. Alternatevely, a bachelor degree and at least 4 years of professional experience in the above mentioned fields, in addition to 6 years of general experience required below
  • Experience in drafting policy and technical documents and reports, as evidenced by previous assignments
  • Excellent level of written and spoken English (minimum C1) and working knowledge of Portuguese as evidenced by previous assignments

 

General Professional experience

  • At least 6 years of experience in providing technical and advisory services linked to PFM reforms
  • Knowledge of EU development policies, methods and procedures, as evidenced by previous assignments, will be an advantage
  • Working experience in PALOP, Pacific or ASEAN countries will be an advantage

 

Specific professional experience

  • At least 3 years of international experience in providing technical and advisory services on tax policy and administration reforms to governments and public institutions in developing countries
  • Experience in conducting cost/benefit analysis of tax incentives, preferably while working for a government body is an advantage

 



Location information

Location: Timor-Leste / Dili

The intended start date is September 2024 and the period of implementation of the contract will be 36 months from this date (for a minimum of 660 days).
