Preparatory Survey for Human Resource Development Scholarship Plans (QCBS-Lampsam Type)

Objectives: The tender is aimed at conducting a preparatory survey for developing human resource scholarship plans in select countries in the South Asia region, specifically Nepal, Bhutan, and Pakistan. The project's primary objective is to assess the needs and strategize an implementation plan for the Human Resource Development Scholarship initiative, focusing on training key government officials in these countries who are integral to crafting and executing high-level policy. The expected outcomes involve a detailed strategy that involves economic and effective planning for the scholarship program, leveraging and optimizing regional resources for studying abroad, and creating a robust framework for ongoing partnerships between the host country and Japan. The survey will inform the continuation and improvement of the Japan Development Scholarship (JDS) initiative which aims to support target countries' economic and strategic personnel development. Through this survey, the groundwork will be laid for receiving the next batch of scholars starting in 2027, this being pivotal in strengthening bilateral relations and enhancing mutual understanding between these countries and Japan.
