Description

The role of the Accompanying Measures Consultant (AMC) selected under this tender will be to implement these training measures, support project specific capacity improvements in Operation and Maintenance (O&M) and other areas and hence directly contribute to the sustainability of the Project.

With the objective of maximizing the impact and ensuring the sustainability of the Project, the AM shall achieve the following tentative targets: 

i.      Strengthened Project Management Capacity of KCC: according trainings implemented

·         a. Target 1: One (1) training related to Project Management, Contract Management, and/or Financial Project Management implemented or facilitated

·         b. Target 2: One (1) training on Impact Monitoring, Evaluation and Reporting implemented and Impact Monitoring covered in all project reports

·         c. Target 3: Technical Advisory Panel (TAP) formed 

ii.          Strengthened Citizen Participation and Social Accountability

·         a. Target 1: User Committees in the neighborhoods in vicinity of eight (8) sub-project locations are formed and activated by providing orientation/training on communal asset management

iii.          Improved Project related Operation & Maintenance (O&M) of urban drainage systems of KCC:

·         a. Target 1: O&M work programme for (1) khals, ponds and rivers and (2) urban drainage

·         system is developed and implemented

·         b. Target 2: Two (2) trainings on implementing O&M SOP and carried out in practice on Project measures

iv.           Strengthened Climate Resilient Planning at KCC

·         a. Target 1: Database at KCC Planning Cell established

·         b. Target 2: Drainage Register prepared

·         c. Target 3: Climate Risks Database and Map developed with KDA

·         d. Target 4: Training/Study trip to visit examples of successful Climate Resilient Urban Planning conducted and findings on local applicability submitted to KfW

v.        Strengthened ESHS and OHS capacities at KCC

·         a. Four (4) formal ESHS and OHS (two each) training programs implemented

·         b. Long-term intermittent, practical, on-site ESHS and OHS training program implemented.

Details of the Project

The Project consists of eight investment measures and their related consulting services in Khulna. The eight final interventions are the result of a city-wide climate vulnerability analysis and a prioritisation of suitable adaptation measures. These are located in some of the most vulnerable city wards of Khulna.

The eight sub-projects to be financed under the Project are:

1)      Embankment at Dalautpur (750m) and Maheshwarphasha (65m);

2)      Rupsha Riverfront Park (Phase 1);

3)      Drainage improvement at Nobinagar (sub-catchments 17 and 21) and Sonadanga Bypass Road and outlet drain;

4)      Drainage improvement at Bastuhara sub-catchment 11 and Deana Chowdhury Khal upgrading;

5)      Upgrade of Labonchara Khal outlet gate and construction of Labonchara pumping station;

6)      Upgrade of Alutola outlet gates;

7)      Niralakhal revitalization and link park;

8)      Rehabilitation of approximately 23 ponds.

Scope of Services

The scope of the Services is to:

i.          Provide technical assistance and training to KCC regarding project, contract and financial management

ii.          Develop and implement citizen awareness, participation and social accountability campaigns in neighbourhoods adjacent to the Project measures

iii.          Provide technical assistance and training for Operation & Maintenance (O&M) (including ESHS aspectsof urban drainage infrastructure;

iv.          Provide technical assistance and training to KCC regarding climate resilient urban planning; and

v.          Increase KCC´s capacity in regard to national and international ESHS standards.

Staffing

 

The requested Team Leader must have the following profile:

Ø  Graduate in civil engineering, environmental engineering, municipal engineering, urban planning or related field. PhD in a relevant field is desirable

Ø  A minimum of 15 years of relevant international working  experience and proven project management track record

Ø  At least two (2) reference projects of similar size, scope and focus in a similar leading role with at least 5 PM (intermittent) expert input

Ø  At least 10 years relevant international experience as a Team   Leader/Project Manager leading multidisciplinary teams

Ø  Experience conceptualizing, implementing and managing AM / capacity building programs in urban development context

Ø  Excellent communication skills including facilitation of stakeholder workshops and community level programs

EExperience in stormwater / Urban drainage

Previous work experience in Bangladesh is desirable
