The Geneva Centre for Security Sector Governance (DCAF) is an organization dedicated to improving the security of states and their people within a framework of democratic governance, the rule of law, and respect for human rights. DCAF contributes to making peace and development more sustainable by assisting partner states, and international actors supporting these states, to improve the governance of their security sector through inclusive and participatory reforms. It creates innovative knowledge products, promotes norms and good practices, provides legal and policy advice and supports capacity‐building of both state and non‐state security sector stakeholders. DCAF's Foundation Council comprises 40 member states, the Canton of Geneva and six permanent observers. Active in over 70 countries, DCAF is internationally recognised as one of the world's leading centres of excellence for security sector governance (SSG) and security sector reform (SSR). DCAF is guided by the principles of neutrality, impartiality, local ownership, inclusive participation, and gender equality.
DCAF is seeking three external consultants to conduct an evaluation of the UK FCDO financed project: Fostering Defence Governance and Oversight in Armenia.
About the project
Implemented in the frame of DCAF’s long-term assistance in/for Armenia, the project contributes to the overall goal of fostering democratic governance and oversight of the Armenian security sector. The project has covered two thematic areas:
(1) Strengthening Mental Health and Suicide Prevention in the Armed Forces of Armenia and
(2) Supporting the implementation of Armenia’s Women, Peace, and Security National Action Plan (WPS NAP).
The project has been implemented in two phases: 1) from November 2023 to June 2024 and 2) from November 2024 to June 2025.
The intervention is based on support requests from the Armenian Ministry of Defence (MoD) and it is in alignment with Armenia’s National Action Plan for the Strategy on Human Rights Protection 2023 – 2025, the second WPS NAP (2022-2024) and the third WPS NAP (2025 – 2027). The project has been implemented jointly with the Armenian Ministry of Defense and the General Staff of the Armed Forces.

Financial proposal (with your signature):
The financial proposal shall specify a total lump sum amount in Swiss Francs, excluding flight, accommodation and any incidentals (coffee, water and snacks purchased for interviews and meetings).
