Objective and Purpose of the Assignment
1. The Asian Development Bank (ADB) through the Office of Market Development and Public-Private Partnership (OMDP) is assisting the Reserve Bank of Fiji (RBF) to develop and implement a National Digital ID and electronic Know Your Customer (eKYC) program. The National ID would be a digital identity using a random unique number, biographical data (name, date of birth, etc.) and biometric information. A suitable public private partnership structure would be developed to mobilize private sector expertise to ensure the most efficient and effective development and implementation of the Project. 2. ADB OMDP will assist RBF to (a) develop a roadmap for the National ID including a plan to roll- out multiple use cases including but not limited to the eKYC for banking customers; (b) identify the right technical solution to deliver on the roadmap; and (c) through competitive bidding, procure a Private Partner to implement and manage the solution. It is expected that a single private partner (Overall Systems Developer and Integrator) would be procured to manage and implement the solution as a whole. This would imply that servers, software, registration kits, automated biometric identification systems and system integration etc. would be procured as a single package. It is also expected that the Overall Systems Developer and Integrator will provide trainings to the relevant local teams in Fiji to develop sufficient skills and know-how to operate, maintain and upgrade the system with limited external support. 3. The Government of Fiji (GOF) had set up a task force to evaluate the implementation of a National ID based eKYC program, which culminated in the decision that the program, in its initial stages, would be led by the RBF under the guidance of a National ID Steering Committee constituted for the same. The National ID Steering Committee, thereafter, identified key members of the Working Groups to be formed as a part of the implementation phase of the project. These include representatives from multiple ministries, including Ministry of Trade, Co-operatives, Small and Medium Enterprises and Communications (MTCSMEC), Ministry of Finance and Solicitor-General. In addition to these, other key stakeholders would include Ministry of Justice, Ministry of Women, Children and Poverty Alleviation (MWCPA), Ministry of iTaukei Afffairs (MTA), Fiji Election Office (FEO), Post Fiji, and Ministry of Local Government with regards to use cases and support with implementation. 4. Given the above stakeholder environment, ADB OMDP will support RBF in implementing the program through the following stages: a. Development and approval of the implementation strategy – including, but not limited to, implementation roadmap creation, setting up of program governance and implementation team, review of policy framework to identify required changes, and to identify functional an technical features of the Project. b. Project preparation – including, but not limited to, developing the technical requirements (registration kits, biometric systems, data centers etc.), structuring the project, defining technical standards and operational guidelines, coordination with stakeholders, promoting the project and market sounding. c. Tendering - including, but not limited to, preparation of bid documents, supporting the securing of institutional approvals, supporting during the pre-dib conferences, bid evaluation, negotiations and assisting with financial close as possible. 5. ADB OMDP is procuring the services of a consulting firm specializing in Project Management services, with on-ground presence in Fiji, to support in the delivery of the abovementioned services to the RBF. The Consulting Firm is expected to support the ADB team in stakeholder management, planning, communication and document creation as necessary, to ensure timely progress of the Project. 6. ADB will also be procuring the services of a Digital ID Specialist, Legal consultants, communications specialists and other consultants to support the project with domain knowledge, it is expected that the Project Management Consultants will work in close coordination with all these consultants to deliver the scope of work.
