PROJECT BACKGROUND: GGGI, through the Renewable Energy–Accelerated Transition (RE-ACT) program, supports Indonesia in achieving its renewable energy and net-zero targets. RE-ACT is implemented with the Directorate for Various New and Renewable Energy (DAE), MEMR as executing agency, and BAPPENAS as co-chair, with funding from the Government of New Zealand (2021–2026). The program addresses policy barriers and the absence of proven investment models that currently hinder renewable energy deployment and private sector participation. Indonesia’s continued reliance on fossil fuels threatens both the environment and long-term energy supply. Strengthening energy security—defined in Government Regulation No. 79/2014 as the sustained availability, affordability, accessibility, and acceptability of energy (the 4A’s)—requires a stronger renewable energy base. This priority is reflected in the National Long-Term Development Plan (RPJP) 2025–2045, which sets a target Energy Security Index (ESI) of 8.24 by 2045 (baseline 6.77 in 2025). The National Energy Security Index (ESI/NESI) is Indonesia’s principal tool for monitoring energy security performance. It is structured around the 4A’s of energy security: Availability, Affordability, Accessibility, and Acceptability. The ESI consists of two components: • Core indicators: mandatory, non-negotiable metrics that measure fundamental aspects of the 4A’s, such as reserve sufficiency, price stability, and accessibility of energy supply. • Optional indicators: complementary metrics that reflect evolving national priorities or global trends, including environmental considerations, technological development, or socio-economic impacts. At present, the ESI operates mainly at the national level, with limited regional sensitivity. To address this, the Regional Energy Security Index (RESI) is being developed by the National Energy Council (DEN). RESI adapts the ESI framework to provincial clusters, taking into account geography, resources, infrastructure, socio-economic profiles, and energy planning (RUED). This approach provides a more accurate reflection of regional realities and supports the design of tailored energy policies. Despite its usefulness, the current ESI has one critical gap, where energy transition is not yet incorporated as a measurable dimension, even though it is essential for reducing fossil fuel dependence and scaling renewable energy. Regional diversity in regards of energy transition is not yet adequately reflected, as the one-size-fits-all national index overlooks provincial differences in needs, resources, and challenges. To address these gaps, GGGI proposes the integration of Energy Transition Indicators (ETIs) as a new subset of optional indicators. ETIs will enable policymakers to monitor renewable energy development, identify risks, and design interventions that align with both national priorities and regional contexts. ASSIGNMENT OBJECTIVE: This study is expected to formulate Energy Transition Indicators (ETIs) by developing methodology, setting baselines, validating data availability, and piloting their application in one regional cluster. The activity also aims to strengthen institutional capacity at national and regional levels for evidence-based policymaking, ensuring that energy transition strategies reinforce energy security and align with national priorities. The Consultant shall lead the identification, analysis, and assessment of ETIs, and deliver a final report that considers existing national and regional policies. The Consultant is expected to document the assessment process, ensure interoperability of ETIs with NESI and RESI, and analyze their feasibility and implications. The results of the ETI study are also expected to inform and be useful for the future formulation of energy-related regulations and policies at the regional level. Note: If any bidder has any request for clarification on the TOR or any part of the tender documents, GGGI will be happy to clarify if the request is received on or before 7 days before the deadline (namely: if the tender submission deadline is 16:00 15 April KST, then the due date for submission of request for clarification is 16:00 8 April KST). Interested parties will be required to register their details on the GGGI e-Green Procurement Portal (https://in-tendhost.co.uk/gggi). HOW TO OBTAIN THE DOCUMENTS: Documents can be accessed via the e-Green Procurement Portal by selecting ‘View Details’ on the relevant notice and then clicking the ‘Tender Application’ button. If you are a new supplier, you will be required to register your details. If you have an existing account, you will need to login to the portal. Please refer to the guidance documents under the `Supplier Guidance` area of the portal for further information. ONLINE TENDER MANAGEMENT: Once in the Tender Management Area for the tender, there are five possible tabs: ‘Tender’, `Tender Documents`, ‘Correspondence’, ‘Clarifications’ and ‘History’. Select the 2nd tab (`Tender Documents`) where you will find useful information regarding the RFP. Scroll down to the heading ‘Tender Documents Received’ where you will be able to view / download the documents. OPTING IN & OPTING OUT: Please note that you may be required to ‘Opt In’ before you can start populating your response. The ‘Opt Out’ functionality will also be available throughout the duration of the tender process. Opting out will give you the option of declaring you no longer want to receive any further communication in relation to this tender along with the opportunity of providing comments and feedback for this decision. You can choose to ‘Opt In’ at any time during the tender process if you initially decided to ‘Opt Out’. SUBMITTING YOUR RESPONSE VIA THE PORTAL: Please note that you may be required to ‘Opt In’ to be able to submit a response through the portal. Tenderers will be required to upload any mandatory Placeholders (i.e. specified documents) within the `Tender Documents` tab. The ability to attach additional documents may also be available. Your proposal will not be submitted until you click `Submit Return`, located towards the bottom of the screen. On clicking `Submit Return`, you will receive a receipt confirming that your proposal has been submitted to GGGI. Please read Instructions on How to submit the Proposal.
