Description

TJNA is seeking the services of a qualified and experienced consultant to conduct an evaluation of the second phase of the ‘Tobacco Tax Advocacy in Africa’ (TTAA) project. The primary objective of the TTAA project is to advocate for enhanced tobacco tax policy, specifically, increasing the excise tax on tobacco products and revising tax structures as an effective means of capturing significant revenue (domestic resource mobilization), reducing the impact of tobacco's cost to social, national economies (in healthcare costs and lost productivity) and protecting public health. The project is primarily implemented by national CSO partners in the six (6) selected project countries, namely Kenya, Zambia, Nigeria, Ghana, the DRC and South Africa. For purposes of these ToRs, South Africa, as a new addition, is excluded. The TTAA project,funded by the Bill and Melinda Gates Foundation, is currently in the closing stages of its second phase of implementation. The next phase or funding cycle is expected to commence in February 2025.
