Description

Lead firm is required from Pakistan for Program Management Consultancy (PMC) in  Karachi Water & Sewerage Services Improvement Project. 

1.  The Consulting Services (“Consultancy Services for Program Management Consultancy (PMC) under KWSSIP-II”) aim to support the Project Implementation Unit (PIU) of KW&SC in the planning, coordination, monitoring, and implementation of project activities. The services include providing high-level advisory support in project planning, scheduling, procurement, implementation, contract management, quality control & assurance, monitoring and evaluation, financial management & cost control, safeguards and fiduciary compliance, and risk management. The PMC will also assist in strengthening institutional capacity through development of systems, standard operating procedures, digital project management tools, and structured capacity-building programs, while ensuring compliance with environmental and social safeguards requirements and financing partners’ guidelines.

2.     The scope of services further includes assistance in maintaining a comprehensive project implementation schedule, facilitating coordination among project stakeholders, and supporting the preparation of consolidated progress reports, dashboards, and evaluations. The PMC will assist the PIU in reviewing procurement documents, supporting bid evaluations, advising on contract administration and dispute management, and monitoring implementation risks, all within the agreed timeframe. In addition, the PMC will support quality assurance and quality control reviews of project activities, strengthen monitoring systems for key performance indicators, and provide advisory support for institutional development, training, and knowledge transfer to enhance the long-term operational capacity of the utility.

3.     The Implementation Period for the Assignment is Forty-eight (48) months, which is likely to commence in September 2026.
