Description

The Ministry of Labor and Employment's main mission is to design, propose and implement the Government's Policy on Labor and Employment, Occupational Safety and Health, in collaboration with the other ministerial departments concerned and in consultation with the social partners.

Around this main mission, are articulated the 3 sectorial missions which are described below.

In the field of work, this consists of:

 

- initiate and enforce the laws and regulations:

- define and implement the guidelines of an information and communication policy;

- regulate access to the labor market;

- to prevent and settle individual and collective labor disputes;

- monitor the activities of the institutions and professional organizations of workers and employers;

- promote social dialogue;

- monitor and evaluate, in relation to the other ministerial departments concerned, the social aspect of the restructuring, liquidation and privatization undertaken;

- promote decent work and implement fundamental principles and rights at work;

- to supervise the bodies under its jurisdiction;

- represent Gabon in international and community negotiations and follow up conclusions;

- implement cooperation actions dealing with labor issues;

- ensure the application by Gabon of international and community instruments;

- initiate and implement the rules on negotiations with a view to improving relations between the social partners and preventing any difference in the workplace;

- to ensure the proper functioning of bodies contributing to the promotion of social dialogue.

In employment, it is:

- initiate and enforce the laws and regulations;

- ensure the inclusion of the employment policy in the National Strategy for Employment and the fight against poverty and social exclusion and monitor it;

- represent Gabon in international and community negotiations and follow up conclusions;

- define and implement the guidelines of an information and communication policy;

- initiate and implement a job management policy;

- initiate and implement policies for the creation of innovative and job-generating activities and support to initiatives for the preservation and development of employment;

- monitor changing sectors and businesses;

- help sectors and industries to better anticipate and manage the social effects of economic, demographic and technological changes;

- implement all actions and measures aimed at bringing offers and job applications closer together;

- ensure the placement and guardianship of the bodies under its jurisdiction;

- participate in the development and implementation of the regional integration policy on employment.

In the field of Occupational Safety and Health, it is important to:

- initiate and enforce the laws and regulations;

- initiate legislation and regulations, in collaboration with the other administrations concerned;

- initiate and implement, in liaison with the other ministerial departments concerned, the specific promotion programs and safeguard occupational safety and health;

- define national guidelines for the control of endemic diseases in the workplace;

- to define national guidelines on child labor;

- to promote and maintain the physical, mental and social well-being of workers in all professions;

- evaluate the situation of occupational safety and health and the prospects for its evolution;

- represent Gabon in international and community negotiations and follow up conclusions;

- participate in negotiations and follow-up with the other relevant ministries on the application of the conventions;

- ensure the supervision of organizations in their field of activity.
