The Ministry of Development Planning ensures the development, implementation, monitoring and evaluation of the government's policy in terms of development planning, state planning, land use planning and contributes to the mobilization of external resources for financing development.
As such, the ministry:
coordinate the conduct of strategic planning studies;
design, monitor and evaluate the national development strategy, in conjunction with the Minister for the Economy and Finance;
develops, monitors and evaluates the national population policy;
assess the coherence and relevance of development projects, sectoral policies and plans with development priorities, in collaboration with project implementation ministers and development partners;
develops, monitors and evaluates public investment programs;
coordinates and controls the actions of non-governmental organizations, in accordance with the State's development policy;
participate in the mobilization of external resources for financing development;
ensures the evaluation of public policies conducted by the state, local authorities and public institutions;
coordinates the implementation of the national statistical development strategy by the actors of the national statistical system and contributes to the application of the texts in this field.
In order to ensure the effectiveness of foreign aid allocated for development, the Ministry also ensures the implementation and monitoring of the national development aid policy, in collaboration with the Minister of Foreign Affairs. , cooperation and African integration. It works closely with development partners for increasing aid effectiveness.
The Ministry defines, in connection with the Ministry in charge of territorial administration and the other concerned ministries, the conditions of a better organization and management of the space, in accordance with the national policy of the territorial development. It ensures the reduction of regional and local disparities and the emergence of growth poles that promote the harmonious and rational development of the national space. In this capacity, he coordinates the development of studies and spatial planning tools, in particular monographs and regional analyzes, national, regional and local spatial planning schemes and ensures that they are applied by the various development actors. in accordance with UEMOA's spatial planning policy.
The ministry responsible for development planning implements and coordinates the national program for capacity building and state modernization for sustainable development.
