Description

The Ministry of Transport and Communications of the Republic of Belarus (hereinafter referred to as the Ministry of Transport) is a republican government body and reports to the Council of Ministers of the Republic of Belarus.

In accordance with the Regulation on the Ministry of Transport and Communications of the Republic of Belarus, approved by Decree of the Council of Ministers of the Republic of Belarus dated July 31, 2006 No. 985, the Ministry of Transport carries out state regulation and management in the field of automobile, sea, inland waterway, except for small vessels, railway , urban electric transport and the subway, civil aviation and the use of part of the airspace of the Republic of Belarus, which is established According to the established procedure, it is defined for airways, local airlines, areas of aviation operations, civil aviation airports and airports, road activities, activities of legal entities and individual entrepreneurs performing:

transportation and forwarding activities;

works (services) related to servicing passengers, goods, vehicles, repair of vehicles and technological equipment;

inspection, design, erection, reconstruction, repair, maintenance of republican roads, aviation facilities, inland waterways, navigable hydraulic structures and ports;

Scientific research;

staff training;

Information Support;

other works in this area (hereinafter referred to as the field of transport activity).

The main tasks of the Ministry of Transport are:

implementation of a unified road transport policy aimed at creating conditions to meet the needs of the economy and the population in transport services, taking into account minimization of harmful environmental impacts;

implementation of state regulation of activities in the field of automobile, sea, inland water, with the exception of small vessels, railway, urban electric transport and the subway, civil aviation and the use of a part of the airspace of the Republic of Belarus, which is defined in the prescribed manner for airways, local airlines, regions the implementation of aviation work, civil aviation airports and airports, road activities, the logistics system of the Republic of and Belarus, as well as creating conditions for the development of organizations of all forms of ownership operating in these areas;

development and implementation together with interested republican government bodies, other state organizations subordinate to the Government of the Republic of Belarus, local executive and administrative bodies of development programs in the field of transport activity;

conducting, in conjunction with interested republican government bodies, other state organizations subordinate to the Government of the Republic of Belarus, local executive and administrative bodies, analysis of activities and development of development forecasts in the field of transport activity;

implementation of the development of multimodal transport, facilitating the establishment of direct links between transport organizations of the Republic of Belarus and other states, attracting investments;

carrying out economic, scientific, technical and social policies in the field of transport activities;

formation and improvement of the legal foundations of functioning in the field of transport activity;

ensuring effective management of republican property in the field of transport activities;

increasing the efficiency and competitiveness of exports in the field of transport;

development of international cooperation and foreign economic relations, including the distribution network abroad, on issues within the competence of the Ministry of Transport;

attraction of external state loans (credits) in the field of transport activity in accordance with legislative acts.

The Ministry of Transport in accordance with the main tasks assigned to it:

ensures the implementation of scientific, technical and investment policies in the field of transport activities;

contributes in the prescribed manner to demonopolization, the formation of a competitive environment, support and development of entrepreneurship in the field of transport activities;

ensures the implementation of a unified state policy in the field of forwarding activities, the development and improvement of forwarding services, the logistics system of the Republic of Belarus;

develops and implements, within its competence, strategies and programs for export development in the field of transport activities, the formation and future development of international transport corridors passing through the territory of the Republic of Belarus;

ensures the development of production and export of high-tech and high-tech products in the field of transport activity;

provides commodity and geographical diversification of export
