The Ministry of the Living Environment and Sustainable Development operates on the basis of the following principles:

the separation of political, technical and administrative functions within the Ministry;

Its mission is to develop and ensure the implementation as well as the monitoring-evaluation of the policy and strategies of the State in environment, climate change management, reforestation, resource protection natural and forest resources, preservation of urban planning ecosystems, protection of banks and coasts, sanitation, housing, construction, land and domains, cartography,
cadastre, geomatics and spatial planning.

As such, he is responsible for:

define and periodically update the national policy and implement strategies and actions relating to its areas of competence;
develop and ensure compliance with technical standards and regulations in all areas of its competence;
apply Community directives relating to its fields of competence within the framework of African integration policy;
assist local communities in the design, organization and management of activities within their areas of competence;
plan, organize monitoring-evaluation and control of all actions in its areas of competence aimed at improving the living environment of the populations;
participate in the mobilization of funding for the implementation of policies, plans, programs and projects in the areas of its competence;
participate in general meetings and activities of international or regional institutions in its fields of competence;
organize and promote trades and professions related to the environment, the management of climate change, the rational management of forest and wildlife resources, housing, urban planning and development;
monitor the implementation of Benin's commitments in terms of sustainable development as well as international and regional conventions relating to its areas of competence;
ensure the application of the principles of spatial planning in all development policies and strategies to ensure the attractiveness and competitiveness of territories;
ensuring equitable and harmonious development of the national territory through the promotion of regional development poles;
ensure the interface between Benin and regional and international organizations in matters of territorial development;
implement procedures and measures to combat all forms of pollution and damage to the integrity of the living environment;
implement procedures relating to the management of the domain and land;
confirm land rights and issue the land ownership certificate;
put in place all the legal and technical instruments for managing the land in Benin.
