The Ministry of Information and Communication Technologies was created by Law 6207 dated October 22, 2018 “That creates the Ministry of Information and Communication Technologies and establishes its organic charter” replacing the National Secretariat of Information Technology and Communication, and of the Secretariat of Information and Communication.
It is the technical entity and governing body in the field of Information and Communication Technologies in the public sector, and the communication of the Executive Power.
General objectives
Prepare, promote, implement and supervise public policies, plans, programs and projects of the Information and Communication Technologies sector and convergent sectors, as well as their general order, in accordance with the Constitution and laws.
Promote, increase and facilitate the use of Information and Communication Technologies (ICT), always seeking the participation and effective access in equal opportunities to all the inhabitants of the Republic, with the highest coverage and quality of services possible; as well as promoting the efficient use of information technology, Research, Innovation and Development (IID), human training and competition at national and international level.
Promote the development and strengthening of the sector, technological innovation, digital economy, through public policies that involve all levels of State Agencies and Entities (OEE) and society.
Develop communication processes and strategies for the dissemination of information generated by State Organizations and Entities (OEE) and the Paraguayan part of the Binational or Multilateral Organizations, so as to ensure that the dissemination of information is carried out in an agile and timely and encouraging the social and educational appropriation of technologies for proper implementation, a participatory, plural and transparent communicational interaction between the Executive Power and the inhabitants of the Republic.
Main institutional policies:
The institutional policy is based on the general principles established by Law 6.207 “That creates the Ministry of Information and Communication Technologies and establishes its organic charter”, namely: planning, transparency and citizen participation: the promotion of TIC; protection of user rights; the free technological adoption and the massification of electronic government.
Similarly, the actions of MITIC are framed in the strategic axes, transversal lines and strategies of the National Development Plan 2030.
