Provided by the Elan law, whose objective is to facilitate social access to property, the National Housing Action Sale Operator is a universal tool, open to all social housing organizations, responsible for facilitating and supporting the sale HLM housing in the best conditions.

The device, endowed with a billion euros, is open to all social landlords in mainland France and the DROM. The ONV is opening a second investment tranche, in the form of a call for expressions of interest. Applications can be submitted:

until December 20, 2019 for metropolitan France,
until February 28, 2020 for DROMs.

This national and universal sales operator must allow:

to tenants in the social housing stock, to acquire low-cost housing, by promoting social mix and the residential journey,
social housing organizations, to immediately regain financial capacity to invest in the production of social housing without having to carry out the complex process of selling to tenant
