The ICO is a public bank, and is governed by the regulations contained in the Sixth Additional Provision of Royal Decree Law 12/1995 of December 28 on urgent measures in budgetary, tax and financial matters and subsequent modifications, by Royal Decree 706 / 1999 of April 30 , adaptation of the Official Credit Institute to Law 6/1997 of April 14, organization and operation of the General State Administration and approval of its Statutes,
It is financed in national and international markets. The debts and obligations that it contracts, enjoy an explicit, irrevocable, unconditional and direct guarantee from the Spanish State against third parties.
The ICO group is made up of, in addition to the Official Credit Institute, EPE, Axis , a venture capital company, and the ICO Foundation .
Axis was the first venture capital company established in Spain in 1986 and currently makes capital or quasi-capital instruments available to companies to finance their growth.
The ICO Foundation was created in 1993 in order to promote culture and art. Since 2003, it has been a permanent, non-profit, state-owned, public sector foundation with an autonomous heritage.
Likewise, the ICO participates in the shareholding of other companies such as the Spanish Company for Reconfiancing ( CERSA ), the Spanish Company for Financing Development ( COFIDES ) as well as the European Investment Fund ( FEI ).
