In 2010, under the guidance of scientific outlook on development, Shanxi Province thoroughly implemented the spirit of the Fifth Plenary Session of the 17th CPC Central Committee and the Provincial Leaders’ Meeting. Taking the good opportunity for implementation of pro-poor policies for rural low-income population and supporting leapfrog economic and social development in Shanxi, to achieve of the overall objective of helping the poor obtain more income and enhance self-development capacity, the government further improved pro-policies, innovated the mechanisms and strengthened relevant measures to accelerate the development of poverty –stricken areas and successfully complete the tasks for 2010. According to the sample survey of poor households in Shanxi, the per capita net income of 57 poor counties reached 3125.4 Yuan, 412.4 Yuan more than that in 2009, up 15.2%; per capita net income of the 35 key counties for national poverty alleviation and development reached 2594 Yuan, 356 Yuan more than that in 2009, up 16%; and both the growth rates were the highest since the implementation of the "11th Five-Year Plan".
