The Ministry of Finance defines and conducts the State's budgetary, financial and fiscal policy and policies for the Public Administration.
The Ministry of Finance has the following functions:
Define and control the execution of the State's financial policy;
Design and implement fiscal policy;
Manage the State's financial instruments, namely the State Budget, the Treasury and Heritage;
Protect public companies, alone or together with the members of the Government responsible for the respective sector;
Exercise the role of State shareholder;
Coordinate and control the financial activity of the administrative public sector, exercise financial supervision over local authorities and coordinate financial relations with the Autonomous Regions;
Control the European Union's external border for fiscal and economic purposes;
Ensuring the Government's relations with the Bank of Portugal with regard to the implementation of monetary policy;
Define, coordinate and evaluate human resources policies in Public Administration;
Define, coordinate and apply policies relating to Public Administration, namely the organization and management of public services, with a view to increasing efficiency, rationalization and promoting quality;
Manage the Public Administration's health subsystem and the complementary social action of Public Administration workers.
