To serve society and all economic sectors through the formulation of policies on transportation and construction in order to regulate, plan, execute, evaluate and control the activity that leads to the maintenance of road infrastructure and provide a transportation service in their different modalities that meet the needs of the population, so as to ensure the provision of an agile, efficient service and with the quality that the users expect, and in this way contribute to the development and progress of the country.

Being a duly consolidated entity with a high level of development and competence that will effectively guarantee the performance of its role of facilitator, regulator and regulator of public transport services and the development and conservation of the country's road infrastructure, incorporating technologies modern in the administration and operation of the systems, allowing the country to achieve economic, social and technological development in a sustainable way and that derive in a modern, equitable and economically sound society.
