MINISTRY OF HOUSING AND URBAN RURAL CONSTRUCTION - 

1. to implement laws, rules, regulations, guidelines and policies concerning urban and rural construction, transportation and management; to study and draft comprehensively local rules and regulations concerning urban and rural construction, transportation and management; to organize, guide, coordinate and analyze studies on key problems concerning urban and rural construction, transportation and management in a comprehensive, systematic and long-term way, and report them timely; to organize to coordinate the formulation of key construction, transportation and management policies, and organize to carry them out;

2. to study and draft developing strategy, mid-term and long-term developing planning and annual plans of urban and rural construction, transportation and management according to the municipality’s overall national economy and social development planning, and guide to carry them out; to coordinate to draft industrial development planning of urban and rural construction, transportation and management and promote to carry them out; to coordinate specialized planning of urban and rural construction, transportation and management according to functions;

3. to study and draft annual investment plans of the municipality’s investment on municipal engineering, guide to draft the joint investment plans of the municipality, district and county on municipal engineering; to take charge of allocating and managing municipal maintenance funds for urban and rural construction and transportation industry and allocating funds for municipal utility projects; to participate in studying financial and price policies in construction field; to supervise the management of state-owned assets and finance of units directly under it and consigned social organizations;
