Executive Agency "Education Program" performs the functions of the Managing Authority of the Operational Program "Science and Education for Smart Growth" 2014-2020 and the Program "Education" 2021 - 2027. In this capacity, the agency is responsible for the overall programming, management and implementation of the programs in accordance with the principle of good financial management with all the resulting obligations and responsibilities according to the national legislation and the law of the European Union.

The Agency has been appointed to perform the functions of the Intermediate Unit for the management and implementation of priority direction 1 "Sustainable development of the national capacity for scientific research and innovation" and priority direction 2 "Stimulation of international scientific cooperation and participation in the framework programs" of Priority 1 "Sustainable development of the Bulgarian research and innovation ecosystem" of the Program "Scientific research, innovation and digitalization for intelligent transformation" (PNIIDIT).

IAPO has been entrusted with the implementation of activities and functions of the Investment Monitoring and Reporting Structure "Centers for NTIM and Innovations in Education", "Modernization of Educational Infrastructure", "Youth Centers" and "Program for Accelerating Economic Recovery and Transformation through Science and innovations" under pillar 1 "Innovative Bulgaria" of the National Plan for Recovery and Sustainability of the Republic of Bulgaria.

The executive agency was established on November 1, 2017 by Decree No. 237 of the Council of Ministers, promulgated in the State Gazette, issue 86 of 27.10.2017. Until 16.08.2021, the name of the agency is Executive Agency "Operational Program "Science and Education" for intelligent growth", and by Decree No. 274 of the Council of Ministers of 09/08/2021 (promulgated SG No. 67 of 13/08/2021, effective from 17/08/2021) it was renamed to the Executive Agency "Education Program ".

The executive agency is a secondary authority with a budget to the Minister of Education and Science and is structured in six directorates, one of which has territorial units in 11 regional cities of the country.
