- Twenty-seven years of general professional experience in rule of law, criminal justice, security and Human Rights
- Nineteen years of professional experience in the coordination and execution of international development cooperation projects and programs related to Justice and Security Sector Reform, violence prevention, crime prosecution, Human Rights and Transitional Justice.
- Seventeen years of professional experience in Latin America, especially in the Central American region.
- Solid knowledge of bilateral international cooperation programs as well as the principles and methods of the project cycle and the logical framework approach.
- Solid knowledge of general principles and international legal framework in the fields of criminal investigation, assistance to victims, forensic analysis and judicial independence as well as experience in its practical application within the framework of international cooperation programs
- Solid knowledge of transversal aspects (human rights, gender and governance) and the international principles and legal framework that regulate them.
- Proven experience in technical assistance in EU programs and projects as well as other international cooperation agencies including the Spanish Agency for International Development Cooperation (AECID), the United Nations Development Program (UNDP) and the German Technical Cooperation (GIZ).
- Proven experience in identifying institutional needs within the framework of the different support programs, as well as organization and monitoring of missions of local and international experts.
- Verifiable experience in technical assistance to state institutions of the justice and security sector as well as their inter-institutional coordination in bilateral international cooperation programs.
- Proven experience working with non-governmental organizations specializing in justice, security and human rights.
- Verifiable experience in monitoring the correct technical and financial execution of programs and projects for amounts of up to 25 million euros.
