Key qualifications:

- Development work in Europe and Africa, including knowledge building.

- Public policies and Development Specialist. Strong knowledge of PM&E tools (RBM). Planning and evaluation of Public Policies. Institutional Strengthening and Developing Programmes.

- Experience in evaluation of projects in the development sector, such as assessment of projects for CAP programme Spanish Agency of Cooperation for Development (AECID), evaluation of projects included in the AECID cultural programme in Mozambique 2006-2011, and of EU programs as “Cultural Support to PALOP’s countries”

- Experience in drafting Evaluation Plans for the AECID, both, for programmes and for projects.

- Experience working with bilateral and multilateral donors such as AECID (Headquarters and Mozambique) directly, and indirectly with UNESCO and EU funded bodies. Experience working with local public bodies, as Ministry of Culture (Mozambique)

- Experience in desingning and implementing projects in the field of cultural public policies such as the Strategic Plan of Culture 2012-2022 for the Ministry of Culture in Mozambique (four programmes: Institutional Strenghthening, Cultural Industries, Heritage, and Culture and Foreign Policy); the Strategic Report for Cultural Programme of AECID-Mozambique, or “Creating employment in Culture and Creative Industries- PALOP countries” MIP 11º FED PALOP countries/EU.

- Focus on private sector mobilization: Design of the project “Strengthening of Mozambican Cultural Industries through capacity-building and enhancement of Legal Framework” (ACP funded) involving among others BASA (Business and Arts South Africa).

- Institutional Strenghthening: assessment of cultural human resources in Mozambique and design of training programme (Headquarters and provinces)

- Design of cultural regional programs as “Creating employment in Culture and Creative Industries- PALOP countries” MIP 11º EDF PALOP countries/EU.
