Eng. MABENGA is a Civil Engineer specialized in planning, designing, construction and maintenance of highways, M&E of transport projects in several countries, with high-level multinational exposure. He totals 41 years of experience in the road sector, with a focus on road assets management and maintenance. He is also well versed with traffic and transport, administration of civil and building contracts, environmental Management, civil engineering quantities, and estimates, tendering procedures and analysis, programme design, capacity needs Assessment, Institutional development, Training Needs Assessment and training. He has gained invaluable experience in strategic planning and implementation of projects, resources mobilisation, project development, monitoring and evaluation, performance indicators/ data bases, acquired vast knowledge in transport infrastructure and regulatory systems when he worked in Botswana and Zambia and as President of SADC African Road Maintenance Funds Association. He is familiar with SATC standards and SADC policies and programs. He attended SADC Committee of Ministers meetings several times, in Botswana, South Africa and Zambia. He interacted with various senior Government officials. He was in Maintenance Division of the Botswana Roads Department and then rose to Principal Engineer of the Roads Training School and worked on Trans Kalahari, Toteng-Sehitwa road-Shakawe upgraded from gravel road to bituminous standard, Director and CEO of the Zambian Road Fund Agency for more than 10 years, he developed and managed a US$2.2billion road sector programme in Zambia and associated bridges (Mongu-Kalabo, Chembe, Sesheke, Chiawa, Mufuchani, bridges) from 2008-2013, he developed various policy documents and guidelines for the Agency (strategic and business plans). He coordinated the development of the transport policy, Bankable documents, institutional and Legal reforms, road reforms, monitoring of road assets in Zambia, sun V computerized system, Financial and procurement manual, Board Charter, strategic and business plans, code of Ethics, code of conduct, administration manual, project tracking system, risk management policy, safety at work place manual, investment policy, midterm reviews, technical, Financial and procurement audits, donor coordination, etc. Has vast experience in planning, programming, preparation, operation, monitoring, evaluation and technical audits, which he gained in Botswana and Zambia in the last 41 years.
