About
With over 14 years of professional experience, I bring extensive expertise in the design, monitoring, and evaluation of donor-funded programs, national reforms, and institutional development initiatives. My work spans public administration, policy planning, and the labour market and employment sector, with a strong focus on evidence-based decision-making and results-oriented frameworks.
I have played a leading role in shaping Georgia’s policy architecture, as the co-author of the national State Policy Planning, Monitoring and Evaluation Guideline. I have extensive experience serving as an in-house Monitoring and Evaluation (M&E) expert for UN agencies and other international donors, as well as acting as both internal and external evaluator for donor-funded programs.
My evaluation work is fully aligned with international evaluation standards, including those of the OECD-DAC and the UN Evaluation Group (UNEG). I am well-versed in the UN system’s evaluation processes and bring a strong capacity for in-depth, evidence-based analysis of program performance and findings. This includes assessing relevance, effectiveness, efficiency, sustainability, and impact, and producing actionable insights to inform policy and program improvement.
