About
I am the Principal Consultant at Curtis Raynold Consulting, LLC providing a range of international public policy advisory and other strategic services, while leveraging my extensive experience in international relations and affairs.
From July 2004 until my retirement in March 2016, I was a Political Affairs Officer in the United Nations Office for Disarmament Affairs. I joined the U.N. in June 1985, through the U.N. National Competitive Examination in Economics and served with the U.N. Office on Drugs and Crime (UNODC) in Vienna, Austria from 1985 to 2004. Following the negotiated cease-fire between NATO and Yugoslavia and the adoption of Resolution 1244 by the UN Security Council, I was posted to the United Nations Interim Administration Mission in Kosovo (UNMIK) in October 1999.
During my two and a half-year field assignment in Kosovo as Municipal Administrator of the Municipality of Novo Brdo in north-eastern Kosovo, I played a key role in the implementation of Security Council Resolution 1244 (1999) which mandated the U.N. Secretary-General to establish an interim civilian administration in the war-ravaged province. I distinguished myself there by establishing, in Novo Brdo, the first multi-ethnic municipal assembly in Kosovo thus facilitating the U.N.’s mandate to ensure progressively substantial autonomy for the province. He served on several other U.N. peace-keeping missions.
Prior to my international engagement, I worked in the St. Lucia Ministries of Finance and Foreign Affairs from 1978 to 1985.
I believe that lifelong learning is no longer an option; it is a necessity. In November 2012, I earned a Masters degree in Government from Harvard University, graduating there with distinction. I received a B.A. in Economics and Law from the University of the West Indies (UWI) in 1978 and a post-graduate diploma in International Relations from the Graduate Institute of International Relations of UWI in 1980.
