I have managed and advised on programs in developing and transitional countries, and have managed budgets of up to $100 million in roads and highways, land administration and resettlement, and education, mostly in decentralised systems. I have 13-years of experience as a Team Leader and Program Director, and managing key project components on assignments for the ILO, EU, UNOPS, IFAD, UNDP, UNDG, OECF, FINIDA, ASSAG, AIDAB, AusAID, DFAT, KfW, WB, ADB, DFID, and NZAID, during peace, conflict, and post-conflict. I have authored and co-authored professional papers, a small business textbook, and a novel and short story collection. I received a World Bank Group Award for Excellence in the Thailand Land Titling Project for significant development impact through outstanding client responsiveness, professionalism, partnership, teamwork, innovation and cost-effectiveness. In 1992, I was a member of the BHP Engineering Thailand Land Titling Project team that received the Australian Excellence In Surveying Award. In 1969 I received a fellowship from the "Joint Study for the Transport Process", sponsored by the PNG Department of Transport and the Australian government.
