As a certified ESRI and MapInfo specialist, the expert has trained numerous organizations in GIS applications and has published extensively on military and geographic information systems. This extensive experience demonstrates significant expertise in technical and operational environments, contributing to both local and international projects, including EU initiatives focusing on spatial data systems and climate adaptation.

Project experience and donor exposure

The expert has collaborated with international donors through projects such as the European Union Water Initiative Plus (EUWI+) for Eastern Partnership Countries, focusing on water management in the Kura River delta. The involvement included technical assistance and capacity building in geographic information systems (GIS) for environmental analysis. These projects were regional in scope, covering areas in Azerbaijan and the South Caucasus, and aimed at strengthening climate adaptation capacities and improving water resource management.

The expert has extensive geographic experience in Azerbaijan, having served in various roles within the Ministry of Defence and participated in projects related to geographic information systems. Additionally, work in Turkey involved contributing to educational and training programs, providing a deep understanding of regional development issues and cultural dynamics.

The expert is proficient in Azerbaijani, with additional language training in English, having completed courses at the Air Command School in İzmir, Turkey, and the British Council in Baku, Azerbaijan. The expert holds a Bachelor’s degree in Information Technology and System Engineering from Turkey Land War College and a Bachelor’s degree in Geodesy and Cartographic Engineering from the Higher Technical School of Surveying. Additionally, the expert earned a Master’s degree in Military Management (Operational Tactical Level) from the Military Academy of the Armed Forces of the Republic of Azerbaijan and is currently pursuing a Ph.D. at the same institution.
