A Public Financial Management, accounting, auditing and project management expert with over 33 years of experience in these fields. Skilled at the preparation, monitoring, and management of Programmes and Projects, he has previously held positions as an Senior auditor and Principal accountant in central government of Uganda. Imprest Accounting Officer for a 5 year project for the National Authorising Office in Uganda, where is was responsible for the preparation of Programme Estimates, call for grant proposals and served as the Head of the Finance Administration section of the PMU. And for over 4 years (2007-2010) as Financial Management Specilaist under the AfDB funded project in Uganda.

From March 2011, Dr. Kiyita has  worked for various International Programmes and projects management firms as a Finance Magement Specialist, Finance,Contracts,Grant management,Monitoring and Evaluation consultant. From August 2013 todate serving as team member-formerly as Finance and Contracts Expert and presently as a Finance Expert for Human Dymamics Austria- now DAI- Technical Assistance team for EU-funded projects where he is responsible for ensuring adherence to EDF and Country specific financial, contract and procurement processes. In this capacity, he develops implement procedural guidelines and is responsible for resource mobilisation and financial and contractual management.  Kiyita is a qualified chartered accountant (FCCA(UK),ACMA(UK), CPA(U),CGMA(USA),CIIF (Malaysia),holds Masters degrees in Accounting and Finance, Islamic Finance, Project Management and a PhD in Finance '

Recently ,Technical Assistance -as  KE2 -Finance and Contracts Expert  for   the  EU  funded 10th EDF -Rural  Infrastructure Development Programme –-  responsible for ensuring   EDF and country  financial and procurement  process are adhered to ,generation  of quality  financial and procurement information for decision making  and making sure financial and procurement targets are achieved  throgh the preparation of quality Tender Dossiers  and contract managment  . Ensuring Performance Based Budgeting is used during Programme estimates preparation .Advising the programme  of financial and procurement development  in the EDF environment
