Mr. Daniel Eghert holds a Ph. D. in water management and has over 30 years experience in the field of Water Supply, Waste Water and Climate Change Projects implementation; vast experience in utilities reform, in public and private organisations, at local and national level. Experience includes extensive work with local and central government bodies in implementing investment projects for municipalities including regional water utilities and regions, where he proved excellent communication, negotiation and management skills. He worked many years in several countries in the CIS region, being well acquainted with the particularities of the work in the field of utilities reforms in transition economies. He has worked in a large range of international projects in the field of Water and Sanitation, financed by different Governments (Denmark, Estonia, Finland, Sweden) IFIs (EC, EIB, EBRD, etc), gaining in-depth knowledge of their procedures and requirements and transferring the experience during training sessions . He is experienced in working Climate Change and Water & Sanitation project identification, feasibility studies preparation and investments projects implementation in countries like Armenia, Albania, Azerbaijan, Georgia, Kyrgyzstan, Kazakhstan, Moldova, Poland, Serbia, Turkey, Ukraine and Uzbekistan, Mr Eghert Daniel has experience in leading teams of experts on water supply projects Feasibility Studies, tender documents preparation and in daily construction supervision acting as the Engineer (The Engineers Representative) on several project financed by IFIs, Local and State Funds. Since 1994, when he was chief engineer within the Regional State Water Utility “Eesti Vesi”, he has constantly been involved in projects such as the restructuring of state water companies and transfer of the state ownership to the municipalities, establishment of the water utilities, undertaking PR activities meant to diminish the impact of the utilities reform. He also initiated and took active role in the projects applications preparation and further implementation including training of the specialists of large water supply, wastewater treatment and sanitation systems operational improvement and infrastructure rehabilitation programme in close cooperation with EBRD, Danish, Swedish and Norwegian Governments and several municipalities in Estonia (SMEP- Small Municipalities Environmental Programme). Throughout his career, Mr. Daniel has been involved in building human capacity through training, and training of the staff about FIDIC and contract management for project implementation units (PIU) in Moldova, Turkey, Ukraine, Estonia, etc. has been an integral part of the project performance in all the projects he implemented. In Estonia, Mr. Eghert Daniel was a lecturer at the Tallinn Technical University (TTU) for more than 7 years and provided lectures about hydraulic (incl. hydraulic modelling), hydrology, hydro technical engineering, water supply and sanitation, water and wastewater treatment. During his work at TTU (1983- 1992) Mr. Daniel was involved in the development of the new concept of water and water supply systems management in Estonia (IME programme). In Bulgaria, Estonia, Moldova, Turkey, Federatıon of Bosnıa and Herzegovına and Ukraine and he has built up and capacitated project teams (incl. FIDIC engineers/supervisors) of local experts to be deployed to water and wastewater projects implementation.
