With a background in multilingual environments, the expert is a native Azerbaijani speaker and is fluent in English, Russian, and Turkish. Language competencies have been utilized in various professional contexts, including international projects and multilingual team collaborations. Full proficiency in reading and writing in English and Russian, and high proficiency in speaking Turkish, facilitates effective communication in diverse environments. The expert holds an honor diploma in finance and credit from Azerbaijan State Economy University, obtained between 1978 and 1982. Additionally, a certificate as a public controller was earned from the same institution during 1980 to 1982. Both qualifications were awarded in Azerbaijan, reflecting a strong foundation in finance and economic studies.
