• Nearly 25 years’ experience in programme design and project management of a large-scale TA contracts in health and social sectors financed by EU, GIZ, KfW, WB, ADB
• In-depth knowledge and understanding of the international development agenda, especially UHC and achievement of the SDG3 (through permanent participation in WS at European Observatory, World Health Summit, GHA and engagement in TA projects)
• Over 12 years’ direct experience as a Key expert and a Team Leader in the TA projects in the countries providing high level advisory support to the governments worldwide in strengthening health care systems, policy formulation, financing of health services at different levels of care organization, management, quality management;
• In-depth knowledge of the health systems in post-Soviet countries, Vietnam and Philippines and recent reforms with focus on strengthening PHC, basic benefit package, performance-based payment for PHC practitioners, incorporation of preventive services in the package of services, referrals;
• Monitoring and evaluation of the TA programmes (EU, GIZ, Global Fund), including assessment of the budget support eligibility criteria for EU sector reform contracts in Moldova (2010) and Vietnam (2015 - 2019);
• Practical support to MoF in definition of the results oriented budgetary allocating norms for health sector to increase transparency and accountability for the allocated funds;
• Management of high-level policy dialogue on specific health care reform measures, including allocative efficiency of the public funding in Ukraine (2003 - 2010), Moldova (2002 - 2007), Kyrgyz Republic (2011 - 2013) and Vietnam (2015 -2018);
• Planning and organization of a large scale training activities for public servants in Vietnam, Moldova, Ukraine, Philippines, Uzbekistan, Kyrgyz Republic
• Ability and practical experience in leading high level multicultural team and understanding of cultural contexts in fast changing and challenging environment
• Participant of the GF Training for Operations and Grant Management Support Consultants in Effective Governance and Oversight—Country Coordinating Mechanism (CCM), 2008 and TRP members (2023)
