Theogene Karekezi Bigenimana is a competent and personable Information Communication management with 15+ years’ experience maintaining and expanding cross-functional delivery teams (13 IT Staff & 48 Data entry staff) and liaising with both executives and the technology team. 

Have international experience in East, West, and Central Africa - Rwanda, Burundi, Central Africa Republic, Rwanda, Senegal, Tanzania, and Togo. Serving in international NGOs - Catholic Relief Services and One Acre Fund, Bank Populaire du Rwanda, and I complete my secondary low level in DRC.

I am an active Head of IT at Catholic Relief Service, ensuring that the CRS information technology network is fully operational for 7/24 availability. 

I also worked for Akros as Informatics and Data Use Advisor seconded to IntraHealth International Ingobyi Activity office and provide implementation support for a broad range of activities related to health information systems and promotion of data use. 

I am a candidate for an MBA in Project Management from the University of Kigali and hold a bachelor’s degree in Electronics and Telecommunications from the Kigali Institute of Kigali.

I work at the intersection of digital technology and international humanitarian aid/development to transform individual lives and our world. At Catholic Relief Services, I assisted the agency in developing ICT4D solutions - apps (tech we use in our overseas field programs) and using GIS practices in Rwanda, Burundi, Togo, Senegal, and Central Africa. Using and promoting digitalization project in our daily life founded by the USAID, DFID, European Union. In 2019 we won external recognition as the top NGO for effective use of technology in international development.

I previously served as an IT Director at One Acre Fund. I lead, create, develop, and manage the IT Department in Rwanda, Burundi, and Tanzania by serving and assisting more than 2,000 staff who serves smallholder farmers!

I lead a team of 98 data enumerators and 13 ICT staff systems into ICT for Development in different projects and different countries (Rwanda, Malawi, Burundi, and Tanzania) for more than 5 years that read to the successful data system integration and the reporting system that meets donor requirements. As an experienced and driven professional with comprehensive expertise in directing the implementation of a wide variety of complex IT systems, data management, developed MEAL System and solution (ODK, CommCare, Tangerine, SurveyCTO), I am confident that I would significantly contribute to the objectives of your company as an ICT Manager.

My career accomplishments consist of more than 11 years of experience implementing technology projects, data analytics, provide reporting developing product requirements, and analyzing support strategies and processes to facilitate improved operations and efficiency.

•    Implement, develop, maintain and support e-PASP a global business solution tool being tested with PASPs (70) in Senegal, Rwanda, and Guatemala selling ag inputs and basic veterinary services using CommCare and using PowerBI for data visualizations – CRS Senegal, April 2019.
•    Implemented and drove the adoption of key tools and processes to effectively deliver IT projects for the company - CRS Central Africa, February  2019.
•    Facilitated prioritization discussions between IT and MEAL to ensure alignment of project’s data and DHIS 2 - CRS Central Africa, April 2019.
•    Mapping all beneficiaries using ArcGIS Pro - CRS Central Africa, March 2019.
•    Establish operation strategy in a team for collecting data and monitoring data collectors - CRS Central Africa, April 2019.

•    Designed a network infrastructure that meets +300 user’s needs: 200 laptops, 50 tablets, and 50 smartphones at OAF Rwanda.
•    Recruited and +13 IT Support staff and 98 Data entry across countries – Rwanda, Burundi & Tanzania.
•    Developed a weekly backup system using Acronis that reduce IT Support staff workload at 17%.
•    Minimized the time to set up a new computer by providing an easy solution as Acronis, gain 90 minutes for each computer - OAF Rwanda, August 2010.
