Previously held roles include Executive Secretary positions within the Rwandan government and project management for NGOs. Accomplishments are marked by the successful implementation of national development programs and significant contributions to academic and applied research projects.

Project experience and donor exposure

Worked across diverse projects involving collaboration with international donors such as GIZ/Investment Climate Reform (ICR) Facility and Luxdev. The expert's involvement includes project implementation and technical assistance, focusing on gender-lens investment reform and institutional assessments. The thematic areas covered include governance and economic empowerment. These projects were national in scope, specifically within Rwanda, involving data collection, stakeholder engagement, and the development of strategic frameworks.

With a background in multiple sectors including rural development, civil society, NGOs, food security, social development, conflict resolution, agriculture, and decentralization, the expert has held roles such as Executive Secretary and project manager, with responsibilities in strategic planning, budget management, and stakeholder coordination. His cross-cutting expertise includes integrating governance frameworks within rural development and enhancing agricultural policies. The geographic scope of work is primarily focused on Rwanda and Uganda, addressing both national and regional development challenges. Extensive geographic experience in these countries has led to a deep familiarity with local governance and regional development issues, contributing to local and national development strategies.

Languages and education

With fluency in Kinyarwanda and English, and very good proficiency in Kiswahili, along with fair skills in French, the expert's linguistic capabilities support effective communication and collaboration in international and local initiatives. These language skills have been utilized in diverse professional contexts, including in-country work in Rwanda and Uganda, as well as in managing multilingual teams for various development projects. The expert holds a Doctor of Philosophy (PhD) in Economics from the University of Kerala, India, completed in 2020. Additionally, a Master of Arts in Development Studies and a Bachelor of Development Studies were obtained from Mbarara University of Science and Technology, Uganda, completed in 2011 and 2002, respectively. The academic focus has been on land utilization policy, post-conflict reconstruction, and decentralization in development contexts.
