Dr. Kostas Anagnostopoulos is an Electrical and Computer Engineer graduated from the National Technical University of Athens in 2000 with a Ph.D. from the same University. From September 2011 to June 2015, he was the Head of the Development Projects Studies Department in the Centre of Renewable Energy Sources and Saving (CRES) of Greece. He has experience in:

  • More than 21 years of implementation of international Technical Assistance projects in Greece and developing countries for Ministries, local governments, energy agencies, utilities, energy regulators to i) design and implement sustainable energy (RE and EE) strategies, policies and action plans, ii) energy planning and design RE and EE policy measures, iii) analysis of institutions,  institutional building and reforms in the institutions of the energy sector , iv) capacity building in energy sector institutions on energy policy, planning, legislative and regulatory frameworks,  v) design, implement and monitor projects and investment programmes in RE and EE, vi) design investment programmes for RE and EE, vii) energy statistics collection and management, viii) development of energy legislation and regulations, ix) develop energy policy monitoring and evaluation mechanisms and x) develop and implement project financing structures and financing mechanisms for RE and EE.
  • He has 21 years of international experience in TA and consultancy projects in renewables and energy efficiency. He has worked with energy agencies, energy ministries, energy regulators, utilities and energy companies, local governments in the Balkans, Middle East, Africa and EU. He has gained extensive experience in working with high-calibre governmental officials. Worked with almost all the energy agencies in Middle East (NREA of Egypt, NERC of Jordan, PERC of Palestine, CDER of Morocco, ALMEE of Lebanon).
  • 21 years of extensive experience in analysis of stakeholders mapping and conducting stakeholder consultations to design strategies, action plans and investments programmes in sustainable energy.
  • More than 15 years of experience in management, implementation and monitoring of international, multilateral and multiregional interdisciplinary and multi-technological and consultancy projects in sustainable energy (renewables (RE) and energy efficiency (EE)) funded by EU, USAID and other international donors. Experience in project life-cycle management, human resources management and leading and coordinating teams of experts.

  • Vast experience with the Public Administration and local governments in implementation renewable energy and energy efficiency policies and projects (has worked in the Hellenic Ministry of Environment and Energy and the Centre of Renewable Energy Sources and Saving (CRES) of Greece and has cooperated with all institutions and utilities in the Greek energy sector (Regulatory Agency, Public Power Corporation, Distribution System Operator, Transmission System Operator etc) as well as municipalities (Municipality of Piraeus, etc).

  • More than 10 years of experience in conducting technical and financial and economic modelling and feasibility studies for RE and EE investments.
  • More than 18 years of supporting public and private investors, financing institutions and project developers in developing feasibility studies and designing of energy financing structures of RE and EE investments.
  • More than 18 years of experience in analysis of legal and regulatory frameworks in the energy sector, assessment of energy policies, strategies and plans, institutional reforms, development of the legislative and regulatory frameworks, drafting of legislation and regulations for the energy sector, design, implementation and monitoring of action plans, roadmaps and policies in RE and EE technologies, design of policy support schemes for RE and EE (feed-in-tariffs, auctions, price incentives, subsidies, net metering, voluntary agreements, etc) in developed and developing countries.

During 2003-2005 he worked as monitor and evaluator of Operational Programme (OP) Road Axes, Ports and Urban Development of the 3rd Community Support Framework for Greece (SPSP), funded by the EC and the Hellenic Ministry of Environment, Spatial Planning and Public Works. During 2000-2001 he worked as monitor and evaluator of the Operational Programme (OP) for Energy of 2nd Community Support Framework 1994-1999 (SPSP), funded by the Hellenic Ministry of Development where he monitored and evaluated RE and EE investments.
  • Reform the net metering and virtual net metering schemes in Greece: Reformulate the policies, rules and regulations and administrative procedures for net metering and virtual net metering to include all RE technologies (wind, PVs, small hydro, biomass/biogas and cogeneration) and make them simpler.

His professional experience, besides Greece and other EU countries, is geographically concentrated in South East Europe and in the Mediterranean. Especially in: Albania, FYROM, Bosnia – Herzegovina, Croatia, Serbia, Moldova, Ukraine, Palestine, Lebanon, Jordan, Syria, Egypt, Morocco, Malta, Israel, Turkey, Tunisia, Republic of Mauritius, Ghana, Cabo Verde.
