- Former Chairman of the Public Service Commission of Georgia (2009-2013). Received the United Nations Public Service Award in 2013 for implementing the Electronic Asset Declaration System in Georgia. Developed and implemented a centralized e-recruitment system in the Georgian civil service. Co-created public administration reform strategy and a roadmap.
- More than 15 years of extensive international experience with UNDP, World Bank, and OSCE in Europe and Central Asia, as well as, in Ethiopia, Sierra Leone, Uganda, and Chile as a public administration and good governance specialist, including on designing public administration reform strategies, digitalization of public services delivery, electronic financial asset disclosure systems, conflicts of interest, access to information, whistleblower protection legislation, budget monitoring and public procurement digital tools.
