Assessment & Evaluation: Solid experience in Project and Programs Evaluation and in running field research (quantitative and qualitative). Experience in Evidence-Based Participatory Evaluation using the OECD/DAC criteria. Conducted external evaluation for numerous projects for EU, UN agencies (UNRWA, UNESCO, UNHCR, UNOPS, UNFPA), DFID, DANIDA, SDC, CARE, Oxfam, SIDA, Save the Children, Diakonia, Bread for the World, AFSC, Terre des hommes (Tdh), Drosos, AlTaawon, and QC. Professional moderator of workshops, seminars, Focus Group Discussions, and Community Meetings. He conducted many training courses on Monitoring & Evaluation and Field Research. Moreover, Mr. Besaiso conducted many sectoral studies, diagnosis studies, and needs assessments. TVET & Labour Market: He has solid experience in the Labour Market and the TVET sector by leading many tasks on this front. He conducted a Skills Deficit Study, a Mapping study of TVET centers, a Market needs assessment, and designed a three-year program for TVET intervention in Gaza. He participated in formulating three programs for SDC and the EU. Besaiso served as a regional consultant for GIZ in Egypt to design and formulate a new TVET project funded by SDC. He participated in developing Employment Strategy and TVET strategy in Gaza and Egypt. He developed five strategies of TVET NGOs, Strategic Plan for Chamber of Commerce, and Strategic Plan for major NGOs. He participated in developing the Strategic Plan for a University and a Municipality. He has a working relationship with the Ministry of Labour, Ministry of Education, TVET centers and Private Sector Associations; Chamber of Commerce, Federation of Industries, Businessmen Association, etc.
Skills Development & Training: Besaiso has excellent experience in design, implementation, and management of training programs in different delivery modes where he designed and delivered more than one thousand hours of training. He has experience in curriculum development, Competency Analysis, and Skills Deficit Analysis. He experienced training in various modes; classic room-based training, online training, CD-based self-training, and on-job training using professional procedures in curriculum design and delivery. He is well acquainted with the Competency-Based Training (CBT) methodology. He delivered training to different management levels including Country Managers, Mayors, senior officials, supervisors, junior level, and fresh graduates as well.
Project Cycle Management Approach: Profound knowledge and experience in the PCM approach, delivered more than 1500 training hours in the PCM and Logic frame approach. Moderated many orientation sessions on behalf of the EU on PCM and EU grants.
Community Development: Thorough experience in community development through tens of needs assessments, baseline survey, end line survey, KAP survey, Vulnerability Assessment, Organizational Needs Assessment, Community Needs Assessment, Stakeholders Analysis, Risk Assessment, Disaster Preparedness Assessment, Community Participation in municipal decision making, monitoring of socio-economic indicators; livelihood and food security, and Social Impact Assessment.
Economic Development/Private Sector/SMEs: Solid experience in Private Sector Development and substantial experience in the SME sector; assessment, program design, implementation, providing technical assistance, monitoring, and impact evaluation. He assumed a senior position on three USAID funded project to improve competitiveness based on a cluster approach that included Policy component, SME promotion, and support to business associations. He also managed two other projects (EU & IDB) aiming to revitalize the industrial sector. As a consultant, he conducted many assessments/diagnosis studies, export/import studies, trade facilitation, Trade in Services (GATS), SME promotion, and women cooperatives. He conducted many research and policy studies. Also, he conducted a legal framework review for various private and public sector components; e.g., Central Vegetable Markets; Privatization of the Solid waste sector, Water Sector regulations. He designed and implemented many interventions to build the capacity of SMEs and women cooperatives. He developed strategic plans for private sector organizations and sectoral marketing plan. Also, he has solid experience in Public-Private Partnership (PPP). He conducted numerous market research studies for different commodities and export potential studies as well. Market Research: Thorough experience where he conducted tens of Market Research studies and assessments; Market Research for Safe Agriculture, Market Research for Compost, End-Market Analysis and Value Chain for Potatoes, Baseline for agriculture sector project, Case Study of Seedlings, Detailed Assessment of Vegetable Central Markets, Market Research for Food Processing Units, etc.
Disaster & Crisis Management: He participated heavily in many crises and post-conflict interventions in the Gaza Strip. This includes Damage Assessment after three wars; 2009, 2012, & 2014. Also, he participated in developing the recent Early Recovery Plan for Gaza Strip. He conducted many interventions in the conflict-prone areas in different sectors. He received training from the World Bank Institute on Disaster Risk Management Framework, safe Cities, Emergency Preparedness, etc.
Extensive experience working with CSOs: Good experience in institutional capacity building of CSOs at the strategic and operational levels. Well-experienced in Strategic Planning, Development of Best Practices Manuals, Baseline surveys, Organizational Needs Assessment, Community Needs Assessment, Accountability standards (I-HAP & Sphere), Business Process reengineering, training/facilitation/coaching, advocacy, networking, social dialogue, gender, and community participation. He was an elected board member of many CSOs. He is a co-founder of a university graduate one-year diploma “Managing Civil Society Organizations”.
Women Empowerment: He has good experience in women empowerment through economic and social inclusion. Also, he engaged in tackling gender-based violence in rural areas through CBOs.
Entrepreneurship: Besaiso has thorough experience in entrepreneurship, youth empowerment, incubation, and business start-ups. He designed and implemented many projects targeting youth empowerment through training, apprenticeship, and entrepreneurship.
