Brief Introduction

After early education and training as an engineer, I have spent more than forty years in the fields of Education and Social Development, Commerce and Business, Politics and Media, Manufacturing, Industry and Engineering, working in the areas of:

  • Monitoring and Evaluation, Impact Assessment, Programme Evaluation, Project Management;
  • Institutional Strengthening and Organizational Capacity Building, Needs Assessment and Training;
  • Survey Research, Data Collection, Analysis and Reporting;
  • Management Information Systems (MIS);
  • Mapping and Geographical Information Systems (GIS), especially in education and other social sectors;
  • Policy Planning, Gender Sensitisation, and Governance.

During this period I worked as an advisor, technical expert, consultant, manager, and systems analyst, and have:

1)     Designed and implemented programmes and projects for improving management and governance, and for strengthening monitoring and evaluation systems in education and other social sectors through promoting evidence based planning and data based decision making, and through encouraging and facilitating participation of stakeholders;

2)     Developed information management strategies, established management information systems and implemented GIS and mapping;

3)     Formulated policy proposals for institutional strengthening, organizational capacity building, and for promoting good governance, designed and implemented capacity building and training programmes;

4)     Planned, designed and implemented a number of survey research projects for evaluation, impact assessment, market and media research, and for investigating public opinion on social and political issues;

5)     Managed engineering and construction projects in industry.

I have implemented and managed a number of projects for various organizations, but recently (since 1996) have been working with ADB, UNICEF, AED, Cambridge Education (CEC), British Council, World Bank, and FCG, for managing and/or supporting implementation of the following projects in Education sector:

  • Preparing The Skills Development for a Modern Economy Project for Uzbekistan, ADB-funded
  • Secondary Education Sector Investment Program (SESIP) in Bangladesh, ADB-funded
  • Improving Access to Quality Basic Education in Iraq, EU-funded
  • EMIS Capacity Building Project in North Sudan, EU-funded
  • Evaluation and impact assessment of USAID funded project “Education Sector Reforms Assistance (ESRA)” in Pakistan,
  • Primary Education Development Programme (PEDP-II) in Bangladesh, funded by a consortium of development partners including ADB, WB, DFID, EU, NORAD, JICA, SIDA, CIDA and UNICEF
  • Northern Areas Education Project (NAEP) in Northern Areas of Pakistan and Azad Jammu and Kashmir, World Bank and DFID funded
  • Gansu Basic Education Project (GBEP) in China, DFID-funded
  • NWFP Primary Education Programme (NWFP-PEP) in Pakistan, funded by WB, GTZ, DFID
  • Sindh Primary Education Development Programme (SPEDP) in Sindh Province of Pakistan, DFID-funded, WB, NORAD
  • Education Strategy Study in Punjab Province of Pakistan, WB and DFID-funded

I am a certified PRINCE2 Practitioner, studied ICMA parts I and II (learning financial and cost accounting, economics, business law, and organizational behavior), have skills in using Logical Framework, Critical Path Method, Gantt Charts, Resource Allocation and Resource Levelling, Optimisation, use of Microsoft Project, MapInfo, ArcView and ArcGis, SPSS and Misrosoft Office. I am an experienced trainer in education management, data based decision making, project planning and management, presenter and public speaker, have good writing skills, am good at cultivating friendships and development of working relationhips, negotiating and policy development skills, and can easily adapt to cultural variations and can comfortably mix travel with work and cope with difficult work environment.
