Mr.Surakhbayar is one of the leading experts and an active voice for sustainable development of Mongolian extractive industry. In addition to 15+ years of experience in business and law, Mr. Surakhbayar is the founder of BlackRock Partners LLC, a Mongolian management consultancy firm that specializes in mining advisory services. He currently serves as an independent member of the Board of Mongolian National Mining Association, a key industry advocacy organization as well as Executive Director of Mining Law Study Foundation, a research and development organization for continued development and modernization of Mongolian mining and resources industry.

He also serves on numerous Mongolian government advisory and policy developing committees and working groups, and has provided lead consultancy services to international technical assistance projects funded by the World Bank, EBRD and Global Affairs of Canada.

Mr.Surakhbayar holds a Bachelor’s degree in Law from Law School of National University of Mongolia, and Master of Laws (LL.M.) degree from Benjamin N. Cardozo School of Law of Yeshiva University - New York, USA. He is also the co-publisher of “Minerals Laws of Mongolia 1910-2010”, a comprehensive catalogue of past and present mineral sector laws and regulations, its changes and developments thereof.
