General

·         More than 19 consecutive years of experience in donors-funded projects, project management, quality control and reporting in the fields of rural development, environment and circular economy.

·         In depth knowledge and understanding of methodologies for policy evaluation (intervention logic; measuring effectiveness, efficiency, relevance, coherence, European added value, impact).

·         Proven experience in designing and implementing field work (focus groups, interviews, surveys) with the use of participatory approaches (world café, open space, circle). Proven capacity to organise technical workshops on behalf of international donors, national and local governments. Interaction with stakeholders across agrifood and green value chains.

·         Working experience in the EU, Africa (Mozambique, Cape Verde, Kenya), neighbouring countries (Serbia, Turkey) and pre-accession countries (Albania, Georgia). Working experience with international donors (EC/DG AGRI, DG INTPA, DG MARE, DG ENV, CINEA, EUDs, LuxDev, EIB, UNDP).

·         Ex post and ex ante evaluation of EU policies and programmes at EU level for the European Commission (DG AGRI, DG ENV, DG INTPA), such as: Ex-post evaluation of IPARD II in Albania; Ex-post evaluation of the LIFE programme 2014-2020; Economic and social assessment of green economy activities at Virunga – Queen Elizabeth and Northern Rangelands protected areas; Interim Evaluation of the Rural Development Programme of Cyprus 2014-2020; Synthesis of ex ante evaluations of rural development programmes 2014-2020; Evaluation of Preferential Agricultural Trade Regimes; Ex-post Evaluation of the Rural Development Programmes 2000-2006.

·         Evaluation of grant proposals submitted from SMEs and large enterprises, e.g. for Greek Banks, the Ministry of Economy & Development in Greece, the Ministry of Rural Development and Food in Greece, member of the CGIAR Evaluators’ Registry and the Research and Innovation Evaluation Experts Registry of the European Commission.
