My process evaluation experience includes developing and conducting in-depth interviews and facilitating workshops. I have extensive experience writing reports and presenting findings for non-technical audiences in public forums. Agency clients I have worked with on process-related evaluations include the California Energy Commission, the City of Palo Alto, and Tennessee Valley Authority. I have been involved with building codes and appliance standards through my work as lead for the Califonia Public Utilities Commission Codes and Standards Road Map and as a planning member on the San Diego Zero Emission City working group.

My areas of emphasis are cost-effectiveness, financing aspects of energy efficiency, code and standard development, and the interdependence of water and energy. Recent project experience examples includes:

  • Codes and standards roadmap lead for California Public Utilities Commission. This includes project oversight for:
    • impact evaluation of utility statewide building codes (nonresidential and residential) and appliance standard advocacy programs. This effort includes field data collection for building simulation modeling.
    • process evaluation of municipal compliance improvement programs
    • development of cost-effectiveness approach for codes and standards programs
  • Project manager responsible for energy savinsg impact evaluation of CA statewide Home Upgrade Program. Administrators for this program are utility and non-utility agencies. The evaluation included a statistical analysis using hourly meter data, participant surveys, and statistical analysis to explore underlying relationships between homeowner characteristics and energy use.
  • Identified alternate financing mechanisms and developed pros and cons for the City of Palo Alto’s climate action plan.
