22 years of professional experience in mechanical engineering, electrical engineering, energy efficiency, renewable energy, MRV, as well as experience in manufacturing, mechanical design, maintenance, training, development and implementation of public policy.
Coordinated and managed projects in energy efficiency, renewable energy and climate change in Mexico, and in other Latin American countries, Costa Rica, Peru, Guatemala, El Salvador, Honduras, Nicaragua, and Colombia.
Chair of the National Committee of Permanent Experts on Climate Change and Sustainability from College of Electrical Mechanical Engineers of Mexico (CIME) in the period 2016 - 2018.
In the area of renewable energies, mainly in Mexico, Mr Lino Linares participated in projects generating electricity through biogas recovery in bio digesters and landfills, where he designed bidding and contractual legal analysis, legal instrument design interconnection and carrying, and the monitoring and implementation of the project, He also participated in studies that promote the development of public policies on the use of wind power and solar power, highlighting the design and implementation of the standard solar (for heating water) in Mexico City, and the creation of an economic portfolio for the implementation of solar projects in addition to contributing to energy reform in Mexico developed in the wind issue. This resulted in energy policy projects nationwide. Mr Lino Linares also conducted studies to assess the potential of renewable energy projects and energy efficiency in Mexico and the economic evaluation of the share of renewable energies in electricity generation in Mexico and the analysis of existing financial barriers in the country and possible solutions.
Proven experience of more than 15 years in the development of projects of energy efficiency, renewable energy, sustainability and climate change, highlighting full capacity in:
- Execution of energy diagnostics or audits in the electrical, thermal, and transportation areas.
- Execution of feasibility studies for the use of renewable energies and clean energy: photovoltaic, solar thermal, biogas, biomass, cogeneration and wind.
- Design, implementation, monitoring and monitoring of projects and programs of energy efficiency, renewable energy and climate change.
- Development, implementation and integration of public policies, regulation and standardization in Energy Efficiency, Renewable Energy, Sustainable Development and Climate Change, adapting the instruments of environmental policy for the implementation of Clean Development Mechanisms and Low Emissions Development.
When developed benchmarking and public policy design studies, Mr Lino Linares compared and analysed both international regulations and governance structures in the areas of energy efficiency, renewable energy and climate change, including the principles and policies of the European Union.

15-year experience with international cooperation agencies such as: World Bank (WB), World Bank Group International Finance Corporation (IFC), United States Agency for International Development (USAID), United States Agency for Environmental Protection (USEPA), Inter-American Development Bank, Multilateral Investment Fund (IDB-MIF). • Experience of 15 years with international companies such as the International Copper Association (ICA), Tetra Tech, PA, Consulting Group, AF Markets, ABT Associates, Petrolera Pluspetrol Peru, Petróleos Mexicanos (PEMEX).
More than 10 years of proven experience in strengthening Mexico's governmental capacities, including projects in the public policy of climate change, the strengthening of energy efficiency and clean energy financing through the design of Clean Energy Business Plans.
