The deadline for announcing the results of the "Polish Development Assistance 2023" competition is postponed - the MFA kindly informs that the results will be published by July 31, 2023.


Announcement of the "Polish Development Assistance 2023" competition

The Minister of Foreign Affairs, acting on the basis of the Act of 27 August 2009 on Public Finance (Journal of Laws of 2022, item 1634, as amended),

announces an open call for proposals under the name
"Polish Development Aid 2023"

  1. Type of public task - Polish development aid

The aim of the competition is to select the best offers with proposals for public tasks (projects), including the implementation of development activities in accordance with the assumptions of the Development Cooperation Plan for 2023. Considering the international situation, the geographical scope of the competition does not cover one priority country of Polish aid - Belarus.

The competition covers priority countries of Polish aid, such as Georgia, Moldova, Ukraine, Lebanon, Palestine, Kenya, Senegal, Ethiopia and Tanzania, as well as other African countries.

  1. The amount of funds allocated for the implementation of the public task

The budget of the competition is PLN 16,000,000.00 (say: sixteen million zlotys).

  1. Rules for awarding subsidies

Entities referred to in Art. 127 sec. 1 point 1 lit. a, b, e of the Act of August 27, 2009 on public finance, meeting the requirements set out in the Competition Regulations, i.e. non-governmental organizations, in accordance with Art. 3 sec. 2 of the Act of 24 April 2003 on public benefit activities and volunteer work (Journal of Laws of 2018, item 450, as amended), including non-public higher education institutions, chambers of commerce and agricultural chambers and entities listed in art. . 3 sec. 3 of this Act, public universities, research institutes, the Polish Academy of Sciences and its scientific and organizational units as well as local government units.

  1. Deadlines and conditions for the implementation of a public task

The implementation of the task may start not earlier than on January 1, 2023 and end not later than on December 31, 2023.

In the case of modules II and III of modular offers, the tasks may be started no earlier than 1 January 2024 and 1 January 2025, respectively, and should be completed no later than 31 December 2024 and 31 December 2025, respectively.

The conditions for the implementation of public tasks are specified in the Competition Regulations.

  1. Information on the results of the implementation of a public task

Bidders are obliged to indicate in the offer the assumed results of the public task, the planned level of their achievement and the method of monitoring these results.

  1. Deadline and manner of submitting bids

The tender should be submitted in an electronic version by May 15, 2023, 4:00 p.m., in the manner described in the Competition Regulations. Proposals received after the deadline will not be considered and will not be reviewed.

  1. The mode and criteria used in making the selection and the deadline for selecting tenders

The procedure and criteria used in the selection of tenders are specified in the Competition Regulations.

Information on the entities that have been qualified for grants in the competition will be published by July 14, 2023 in the Public Information Bulletin of the Ministry of Foreign Affairs, at the headquarters of the Ministry of Foreign Affairs and on the website https://www.gov . pl/web/diplomacja/ and on the website https://www.gov.pl/web/polskapomoc .

  1. Public tasks of the same type and related costs carried out by the Ministry of Foreign Affairs in the current year and in the previous year

This year, the Ministry of Foreign Affairs finances a public task in the field of development aid - "Polish Development Assistance 2021" - modules III for 2023, for the implementation of which the amount of PLN 12,261,450.50 was allocated (in words: twelve million two hundred and sixty-one thousand four hundred and fifty zlotys 50/100) and "Polish development aid 2022" - modules II for 2023, for the implementation of which the amount of PLN 16,118,286.60 was allocated (say: sixteen million one hundred eighteen thousand two hundred and eighty-six zlotys 60/100).

In the previous year, the Ministry of Foreign Affairs financed a public task in the field of development aid - "Polish Development Assistance 2022", for which the amount of PLN 17,954,702.06 (in words: seventeen million nine hundred fifty-four thousand seven hundred and two zlotys 06/100) and " Polish Development Aid 2021” – module II for 2022, for the implementation of which the amount of PLN 18,470,429.43 was allocated (in words: eighteen million four hundred and seventy thousand four hundred and twenty nine zlotys 43/100.

The detailed scope of the competition, the method of preparing the offer, the conditions to be met by the entity entering the competition and the method of providing the template of the offer and the necessary attachments are set out in the Regulations of the competition (including attachments: the template of the subsidy agreement and guidelines for bidders), published in the Public Information Bulletin, on the website websites of the Ministry of Foreign Affairs:
