Announcement of the "Humanitarian Aid 2025 for the Middle East" competition


The Minister of Foreign Affairs, acting under the Act of 27 August 2009 on public finances (Journal of Laws of 2024, item 1530, as amended), announces an open call for proposals entitled "Humanitarian aid 2025 for the countries of the Middle East"

1. Type of public task – humanitarian aid

The aim of the competition is to select the best offers with proposals for public tasks (projects) involving the implementation of humanitarian activities for the countries of the Middle East.

2. The amount of financial resources allocated for the implementation of the public task

The competition budget is PLN 10,000,000.00 (in words: ten million zlotys).

3. Rules for awarding subsidies

Grants may be applied for by entities referred to in art. 127 sec. 1 item 1 letter a) and e) of the Act of 27 August 2009 on Public Finances, meeting the requirements specified in the Competition Rules, i.e. non-governmental organizations, in accordance with art. 3 sec. 2 of the Act of 24 April 2003 on Public Benefit and Volunteer Work (Journal of Laws of 2024 item 1491, as amended), and entities listed in art. 3 sec. 3 of this Act, as well as local government units. The list of entities is specified in detail in the Competition Rules in point 3.

4. Deadlines and conditions for the implementation of the public task

The implementation of the task may begin no earlier than August 1, 2025 and end no later than December 31, 2025.

The conditions for the implementation of public tasks are specified in the Competition Rules.

5. Information on the results of the implementation of the public task

Bidders are obliged to indicate in their offer the expected results of the public task, the planned level of their achievement and the method of monitoring these results.

6. Deadline and method of submitting offers

Bids must be submitted electronically by 12:00 PM on August 26, 2025, in the manner described in the Competition Rules. Bids received after the deadline will not be considered or reviewed.

7. The procedure and criteria used in the selection process and the deadline for selecting offers

The procedure and criteria used for selecting offers are specified in the Competition Rules.

Information on entities that have been qualified for grants in the competition will be published by 30 September 2025 in the Public Information Bulletin of the Ministry of Foreign Affairs, at the headquarters of the Ministry of Foreign Affairs and on the websites https://www.gov.pl/web/dyplomacja/ and https://www.gov.pl/web/polskapomoc .

8. Public tasks of the same type carried out by the Ministry of Foreign Affairs in the current and previous year and related costs

Neither last year (2024) nor this year did the Minister of Foreign Affairs conduct an open competition for offers for the implementation of humanitarian activities.

In 2024, the Minister of Foreign Affairs, acting under Article 10 paragraph 2 of the Act of 16 September 2011 on Development Cooperation (Journal of Laws of 2024, item 1384, as amended), commissioned the implementation of humanitarian aid tasks without an open tender in two cases:

1) the project “Immediate food aid - provision of food parcels for internally displaced persons in Gaza” (no. DWR/PH SG 2024/001/1/2024), the cost of which amounted to PLN 1,498,999.96;

2) the project “Medical, psychosocial and cash support for people in need in the Gaza Strip” (no. DWR/PH SG 2024/002/1/2024), the cost of which was PLN 1,500,000.00.

9. Important information about the competition

The detailed scope of the competition, the method of preparing the offer, the conditions that must be met by the entity entering the competition and the method of making the offer template and the necessary attachments available are specified in the Competition Regulations (together with two attachments: the grant agreement template and guidelines for bidders), which will be published in the Public Information Bulletin on the website of the Ministry of Foreign Affairs:
