GRANT COMPETITION FOR BELARUSIAN SOCIETY 2025 

The Solidarity Fund PL announces a Grant Competition for Belarusian society , continuing its ongoing efforts to support its pursuit of freedom and democracy, which began in 2020. Organizations registered and operating in Poland are invited to participate. Detailed terms and conditions for participation are outlined in the Competition Rules . 

The competition is financed by the Democracy Support 2025 Programme, implemented as part of Polish development cooperation of the Ministry of Foreign Affairs of the Republic of Poland. 

Applications are accepted until 16/06/2025, 10:00 a.m. (Central European Time, UTC +2) via the generator .

COMPETITION GUIDE: 

1. Before submitting your application, please read the Competition Rules  and all attachments. Make sure your project aligns with the Competition's objectives and meets all formal and substantive requirements.

2. Prepare the necessary information and documents (you will add them at the end of the application in the designated places): 

  • KRS no older than 3 months; 
  • Statute of the organization; 
  • Regulations related to the organisation of the competition or the granting of financial and/or material support (if applicable); 
  • Financial statements for 2023 or 2024. The statements should consist of a balance sheet, profit and loss account, and additional information; 
  • Additional documents relevant to the application or project.

3. Complete the application thoroughly, presenting both the planned project and the organization's experience. There are three types of applications to choose from:  

  • Individual, 
  • Common, 
  • In partnership.

4.  At the end of the form, attach the prepared documents and submit your application. A notification will appear on the screen confirming your application has been successfully submitted. We recommend preparing a draft in an external text editor and not leaving your application until the last minute. 

5. Formal Assessment. Applications are formally assessed by the Committee. If there are any formal deficiencies (e.g., missing documents or information), the organization will be asked to provide supplementary information. The application must be submitted within two business days of receipt of the request. Failure to submit supplementary information within the required deadline will result in rejection of the application.  

 6. Appeals . If an application is rejected for formal reasons, the organization has the right to file an appeal. The appeal must be in writing (signed by authorized persons) and should be sent to: konkurs@solidarityfund.pl . It must be submitted within 3 business days of receiving notification of the rejection. 

7. Substantive evaluation. Applications that meet formal requirements will undergo a substantive evaluation conducted by at least two independent experts. 

Each application is assessed in three categories: Relevance – 40% (project compliance with the objectives and priorities of the Competition), Effectiveness – 40% (feasibility of the plan, reasonableness of costs, involvement of partners), Applicant’s experience – 20%. 
   
   
   

 In the event of significant discrepancies in the assessments (e.g. a difference exceeding 30% of the possible points or a score for the Adequacy criterion below 50%), the Secretary of the Committee commissions a third, independent assessment. 

8. Evaluation Committee Meeting. Based on the expert assessments, the Evaluation Committee discusses and recommends projects for implementation. The meeting results are submitted to the FSM Board for approval. 
 

9. Due Diligence . Applicants and Partners whose projects have been recommended for funding will undergo a due diligence process . This process includes verification of legal compliance, financial stability, and ethical aspects. If the due diligence assessment is negative , the application will be disqualified. This decision is not subject to appeal.  

10. Decision. The final decision to award grants is made by the Board of Solidarity Fund PL. The Board's decision is final and not subject to appeal . 

11. Announcement of Results. Competition results will be published on the FSM website and on FSM social media. Each applicant will also receive an email to the address provided in the application. 

What happens after the results are announced? 

  1. Preparation of documents for signing the contract; 
  2. Signing of the contract and payment of the first tranche; 
  3. Submission of the periodic report (financial and substantive) and payment of the second tranche; 
  4. Submission of the final report (financial and substantive) and payment of the third tranche.
