Bid Writer - Contributor

Purpose and Scope of Job

The Bid writer/contributor will support B&S Europe's positioning and technical proposal for the EU's forthcoming Iraq Technical Assistance Policy Support Facility project, by leading the technical design and methodology development. Depending on the expert profiles requested the bid writer may also transition and be proposed as part of the Key Expert Team.

Duties and Responsibilities

• Lead technical design for B&S Europe's bid for the EU's Iraq policy dialogue facility, including leading brainstorming/workshops to develop technical design and ensuring solution meets GoI and EU needs, ToR and evaluation criteria, with support from Bid Coordinator
• Identify technical gaps for further research
• Ensure integration of inputs from consortium partners into the technical design, in order to address gaps/weaknesses
• Support development of the workplan
• Participate in the technical workshops, brainstorming and bid reviews
• Support design of delivery team/organogram based on key client requirements; input to team TORs; support identification
• Research on learning and context, other relevant EU programmes in the country/region, other relevant donor programmes in Iraq
• Advise of contextual and political economy developments in Iraq, to inform the bid
• Ensure impact of covid is informing technical design throughout

Essential Skills and Knowledge

• Strong general governance expertise, particularly delivering technical assistance to national governments, as well as working with Parliaments and civil society
• Strong proposal development/methodology writing skills
• Strong written English, including ability to elicit and combine inputs from a variety of sources
• Desirable - Strong technical, development sector and professional networks in Iraq/MENA
• Desirable - Recent Iraq experience

Experience

• 10+ years working on donor-funded projects (particularly EU-funded projects) in the MENA region, in particular Iraq
• Strong experience of writing and developing technical assistance proposal and methodology design.
