Background

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides support to Member States’ efforts and priorities in meeting their gender equality goals and for building effective partnerships with civil society and other relevant actors.

In line with UN Women Global Strategic Plan (2022-2025), and its Country Strategic Note (2019-2022), in Turkey UN Women works towards three overarching goals:

1) Women lead, participate in, and benefit equally from governance systems.

2) All women and girls live a life free from all forms of violence.

3) Women and girls contribute to and have greater influence in building sustainable peace and resilience and benefit equally from the prevention of natural disasters and conflicts and humanitarian action.

Towards these goals, UN Women implements programmes and projects that aim to advance gender equality, improve women’s access to opportunities, rights and services in political, social and economic life and combat gender stereotypes, discrimination and violence, as required by international and national legal and policy commitments. UN Women collaborates with numerous partners – central and local level government authorities, civil society organizations, including women’s organizations and platforms, academia, private sector companies, other UN agencies. It commits itself to the Leaving No One Behind principle, by supporting targeted actions to remove the obstacles that marginalized and vulnerable groups of women face in accessing their rights and to promote them as agents of change.

UN Women has collaborated with Fenerbahçe Sports Club under the framework of the HeForShe movement, with the support of Tüpras, since 2018. This collaboration represents a first and unique undertaking to make a sports club more inclusive and egalitarian through a holistic framework of analysis, capacity building and measurable actions.

Under this collaboration, a gender analysis of Fenerbahçe Sports Club and Affiliated Companies was conducted in 2019 in five strategic areas in sport: 1. Participation 2. Leadership 3. Coaching 4. Gender-based violence (verbal and discourse-level) 5. Representation in media. In 2021, UN Women conducted an assessment on the findings of the initial gender analysis, which included a brief comparative study (similar international practices). Tailor-made targeted gender awareness trainings for capacity building and mobilization of male and female allies in Fenerbahce Sports Club (staff, management, athletes and technical personnel) have been designed and delivered. Fenerbahçe Sports Club has become a national champion of gender equality in and through sports as it has implemented gender-responsive plan for gender equality and women’s empowerment, has become the first sports club in Turkey and Europe that signed United Nations Women’s Empowerment Principles (WEPs) and the first sports club in Turkey that committed to UN Women’s Sports for Generation Equality principles.

In 2020-2021, UN Women Turkey developed the Guidelines for Gender-responsive Sports Organizations on the basis of the UN Women’s Sports for Generation Equality Principles, taking into account the experience of Fenerbahçe Sports Club over the past years. The Guidelines are first of their kind attempt to translate the Sports for Generation Equality principles into a step-by-step guide of how to develop strategies and translate these into measurable actions.

In the next phase of the collaboration, UN Women Turkey and Fenerbahçe Sports Club will work to advance gender equality in and through sports in line with the six principles of UN Women’s Sports for Generation Equality initiative. The partnership includes creating a model for the sports ecosystem, including sports clubs, federations, and local amateur sports organizations to implement the Guidelines for Gender-responsive Sports Organizations developed by UN Women, in partnership with Fenerbahçe Sports Club under the previous collaboration. It extends the work done in the first phase of the partnership with professional branches of Fenerbahçe Sports Club to five amateur branches: rowing, athletics, swimming, table tennis, boxing. To ensure sustainability and sustain the Sports for Generation Equality principles, UN Women will review strategic documents and policies based on the findings of the comparative analysis conducted in 2021.

In this context, UN Women Turkey office intends to contract a consultant to support the office in developing a strategic roadmap and targeted policies for Fenerbahce Sports Club aimed at increasing women’s representation in the Club’s leadership, management, and coaching personnel, and increasing women athletes’ participation in above mentioned five amateur branches as well as the development of an organizational policy on preventing and combating discrimination and violence against women and girls. The selected national consultant will be responsible for the provision of technical support, including but not limited to desk review of available literature in the area, developing strategies and policies.

Duties and Responsibilities

Under overall guidance of UN Women Programmes Manager and direct supervision of UN Women HeForShe Analyst and, the National Consultant will be responsible for:

Developing a strategic roadmap and targeted policies, including policies aiming to increase women in Sports including leadership, management, and coaching for five amateur branches of Fenerbahce Sports Club; rowing, athletics, swimming, table tennis, boxing, based on the findings of the gender analyses conducted for Fenerbahce Sports Club and affiliated companies in 2019 and 2021,
Developing organizational policy development of an organizational policy on preventing and combating discrimination and violence against women and girls, based on the findings of gender analyses conducted for Fenerbahce Sports Club and Affiliated Companies in 2019 and 2021.

The National Consultant is expected to work with other national consultants, if needed, to exchange knowledge in their respective areas: men and boys’ engagement and gender-sensitive media literacy.

In this respect, the expected results and objectives of the work of the National Consultant are as follows:

Conducting desk review of international and national policies, guidelines and best practices including Women’s Empowerment Principles (WEPs), Sports for Generation Equality Principles, Guidelines for Gender-responsive Sports Organizations, Gender Analysis of Fenerbahçe Sports Club and Affiliated Companies and the Comparative Gender Analysis of Fenerbahçe Sports Club and Affiliated Companies conducted in 2021.
Holding meetings, interviews, roundtables with relevant stakeholders and partners from areas of gender, women’s empowerment and sports to get input for the draft strategic documents and policies.
Based on the desk review and consultations, drafting an initial document for the strategic roadmap and policies. Amending the document based on feedback received from UN Women and other peers. The initial draft strategic plan will be in Turkish and to English under UN Women’s supervision. The consultant will go over the English translation of the materials for quality check.
Developing a strategic roadmap for Fenerbahçe Sports Club strategic roadmap aimed at increasing women’s representation in the Club’s leadership, management and coaching personnel, and increasing women athletes’ participation in above mentioned five amateur branches: rowing, athletics, swimming, table tennis, boxing.
Developing targeted policies, including policies aiming to at increasing women’s representation in the Club’s leadership, management and coaching personnel, and increasing women athletes’ participation in above mentioned five amateur branches.
Developing an organizational policy on preventing and combating discrimination and violence against women and girls.
Carrying out any additional tasks related to the development of the strategic roadmap and policies as jointly agreed upon with supervisor.

Duration of the assignment is from 17 January 2022 to 20 October 2022. The Consultant is expected to spend up to 30 working days on a non - consecutive basis throughout the assignment.

During assignment’s related missions, the Consultant may use the facilities of the office (i.e. internet access, printing, copying, local phone calls, etc.). However, s/he is expected to use his/her own personal computer.

All deliverables shall be agreed with the UN Women HeForShe Analyst. All deliverables shall be in Turkish, in electronic version.

The mentioned number of working days has been estimated as being sufficient/feasible for the envisaged volume of work to be completed successfully and is proposed as a guideline for the duration of assignment. It cannot and shall not be used as criteria for completion of work/assignment. The provision of envisaged deliverables approved by the UN Women HeForShe Analyst shall be the only criteria for Consultants’ work being completed and eligible for payment(s).

Payment Schedule:

The Consultant shall be paid upon successful completion of the deliverables in two installments as per the above table. Payment will be done in separate installments upon delivery of services. The amount paid to the Consultant shall be gross and inclusive of all associated costs such as travel, social security, pension and income tax etc. The payment shall be affected only if all the deliverables in this TOR are submitted to UN Women HeForShe Analyst within the timeframes stipulated in the TOR and they are approved by UN Women HeForShe Analyst. Without submission and approval of the deliverables, the Consultant shall not receive any payment even if they invest time for this assignment.

Travel:

The Consultant will be responsible for all travel expenses and daily subsistence allowances associated with undertaking this assignment. All travels shall be coordinated with UN Women in Turkey and shall be included in the total contract amount of the contractor. There will be missions to Istanbul for different purposes. The maximum expected number of travels is 2 during the consultancy. There may be different number of days required for accommodation. The financial proposal template is explanatory in this regard. The taxi fees for attending the meetings are also under the responsibility of the Consultant. In case of an unforeseeable travel, UN Women will handle the travel costs.

Mandatory Courses:

The Consultant shall complete all the mandatory and further required UN courses, training and modules on time. The certificates shall be submitted to the Hiring Manager.

Please note that the required training courses could vary based on contract content and duration, the nature of the work and inclusion of travel. The Hiring Manager will provide the list of mandatory courses to the Consultant. Hence, the Consultant is obliged to follow the instructions of her/his Hiring Manager upon which training modules to complete and when to complete them.

Required Skills and Experience

Education:

Master’s degree or equivalent in social sciences including gender studies, public administration, international relations or school of sports;

Skills and Experience:

Minimum five years of relevant professional experience in the field of gender equality and women’s empowerment in sports;
Experience in formulating writing program documents, reports, analytical/policy documents etc. in the field of gender equality and/or women and girls’ empowerment in sports;
Previous professional experience with women’s organizations is an asset;
Previous professional experience with the United Nations is an asset.

Language Requirements:

Fluency in English and Turkish (written and oral) is required.
