The UN Development Programme (UNDP) is working closely with authorities to support displaced people who are returning to liberated areas to rebuild their lives after the liberation from ISIL forces. Recently, there have been an increasing number of reports of IDP returns to Tikrit, Ninawa and other liberated areas. The Prime Minister office has approached the UNDP for Stabilization support and the Funding Facility for Immediate Stabilization (FFS) was set up in June 2015. The FFS includes four components; Public Works and Light Infrastructure Rehabilitation, Livelihoods, Capacity Support for local governments, Community Reconciliation. The UNDP (FFS) project has been asked to support the restoration of electricity to revive the liberated cities, reoperation of water projects and renovation of damaged networks, rehabilitation of health centers and hospitals, rehabilitation of the concerned governmental departments to provide employees with the necessary services (electricity, water, sewage, planning and monitoring ... etc), and cleaning of cities streets and playgrounds from rubbles. Currently, the FFS is supported by 14 donor countries. The Office of the Chief of Staff of the Prime Minister represents the government of Iraq (GoI) on the Stabilization of the liberated areas and the Governor’s office at provincial level. At the governorate level, the Control Center chaired by the governor with representative from all line ministries and security institutions, forms the main body for the coordination of the stabilization efforts at the local level. Under the overall guidance and direct supervision of the Head of Procurement/Procurement Specialist, the Civil Engineer is responsible for effective delivery of project implementation support services ensuring effective operational management of project, transparent utilization of financial resources. The Civil Engineer promotes a collaborative, client-oriented approach consistent with UNDP rules and regulations.
Duties and Responsibilities
Scope of Work
Timely submission of detailed specifications for required supplies for newly liberated areas in coordination and cooperation with the technical teams:
Review BOQs/Drawings, specifications, Statement of Work and internal estimates prepared by the Project and ensure correspond to the UNDP Procurement Principles.
Participate in the technical evaluation processes of bids, prepare technical evaluation reports and respond to technical clarifications from UNDP procurement review committees;
Lead and support in the review and verification of the BoQs already prepared by the respective departments of national counterparts;
Supervise and follow up on the preparation of Bills of Quantities (BoQs) with the respective authorities and verify the BoQs before initiating the procurement process;
Support FFS project team in verifying the Variation orders VO (if and when applicable);
Provide technical inputs to strengthen alignment and complementarity of UNDP’s support with UNDP rules and policies;
Assist UNDP as expert witness in litigation arising from the development or construction of the project and in bearings before various approving and regulatory agencies.
Analyze and share information with the team and the local technical teams.
Support the implementation of project activities, where required, and advise on project contracting requirements;
Develop risks related to construction projects and devise risk mitigation strategies for each case.
Liaise and implement support to facilitate implementation of UNDP’s FFS project activities;
Develop and design interventions based on the accurate information and risk analysis on the ground and utilizing lessons learned from the activities in consultation and coordination with respective Project Managers;
Follow up and oversee the rehabilitation of civil, electrical and mechanical works at site preparation and execution of the Works against the provided approved sketch and bill of quantities within the set time frame;
Conduct construction Inspection including inspection of materials, equipment’s to be installed;
Check materials received at construction/renovation sites against damages, missing parts and appropriate ratings; ensuring that the materials/equipment provided by the Contractor meets UNDP requirement and standards;
Ensures that materials/equipment provided by the Contractor meets accepted requirement and standards;
Discuss site issues with the Contractor and promptly report back to UNDP if a problem arises that requires UNDP input;
Checks and certify substantial construction progress/ completion and the corresponding payments. Advice UNDP to withhold payment for any work which has been rejected or any work which is not in compliance with the contract documents;
Ensure that the Contractor maintain safety on Site and clean the site after the completion of the rehabilitation work;
Issue certificates of Substantial Completion in coordination with UNDP and the contractor
Ensure and monitor the proper operation of the finalized projects.
Revision and verification of payment requests submitted by the contractors before proceeding with disbursements of payments;
Support and lead FFS engineers in the technical evaluation process and provide advice on any procurement related issues;
Take leadership role in the technical evaluation process and produce high quality evaluation reports.
Analyze and share information with the team and the local technical teams.
Support the procurement unit in addressing the procurement committees’ questions/clarifications regarding the submitted FFS procurement cases.
Facilitate knowledge building and knowledge sharing on engineering monitoring and evaluation focusing on achievement of results.
Where necessary, undertake field visits to ensure compliance and timely execution of the planned projects.
Collaboration and coordination with other UN agencies, government agencies, NGOs, and other organizations on engineering issues.
Participation in the professional engineering community remaining abreast of latest development and professional norms, standards, tools and methodologies;
Contributes to capacity development to enhance the enabling environment for greater national ownership of stabilization activities.

- Required Skills and Experience
Min. Academic Education
Master Degree in Civil Engineering/Structural engineering or relevant field is required. Bachelor’s degree with additional 2 years of relevant experience will be accepted in lieu of Master’s.
Min. years of relevant Work experience
Minimum 5 years of experience for Master degree holders and 7 years of experience for Bachelor degree holders in extensive coordination and development experience including renovation and construction works.
Minimum 2 years of experience in project procurement and supply chain process/procedures.
Experience in design, preparation of BoQ, estimated costs of civil structures;
Construction supervision experience of buildings, utility services, schools, etc
Experience in handling of tender documents for turnkey contracts, including technical inputs/specifications for the procurement of services using the conditions of international lending/funding agencies
Preparation of work progress reports, daily, weekly, milestone, etc
Proven ability to work with multi-disciplinary teams and liaison with authorities.
Experience in supervising rehabilitation works and managing projects.
Experience with UN or international organization working in crisis- affected country, especially Iraq would be an advantage.
Travel:
Official Travel costs will be covered in accordance with UNDP rules and regulation for official travel.
