For Phase II of our flagship program in Myanmar: Vocational Skills Development Program (VSDP) we are hiring a


Project Team Leader

Employment start: February 1st 2022 or by arrangement
Contract duration: initial contract until December 2022, with options to extend
Place of work: Yangon with visits to project's field locations within Myanmar


VSDP promotes employment and income opportunities through market-oriented vocational training and improved labour market access in partnership with over 150 partners. The Program targets learners from disadvantaged backgrounds in targeted areas and facilitates skills development opportunities in occupations of demand. In the hospitality sector, the Program supports partners to provide skills development in selected occupations. The program is also promoting dual apprenticeship training along with supporting the development of standards and certification of training.
VSDP is funded by the Swiss Agency for Development and Cooperation (SDC), represented by the Embassy of Switzerland in Myanmar.

Major Tasks

  • Lead, guide, support and mentor VSDP Team in implementing VSDP according to the mandate
  • Directly supervise the Heads of Components
  • Represent the VSDP towards external stakeholders
  • Develop and foster contacts and cooperation with institutions involved in vocational skills development, hospitality training and development, apprenticeships and private sector development at both national and regional levels
  • Analyse and synthesise Program outcomes and contribute to the further development of concepts
  • Establish and maintain structures and instruments for planning, implementation, monitoring and evaluation
  • Prepare and conduct regular review of Program's progress and constraints
  • Responsible for achieving qualitative and quantitative outcomes and intended impact of the Program
  • Ensure that gender equality and social inclusion, conflict sensitive program management, and environmental sustainability aspects are mainstreamed and achieved
  • Establish an adaptive programme management process utilising the results and evidence from the Monitoring and Results Measurement (MRM) system
  • Lead the overall knowledge management
  • Develop progress reports maintaining excellent analytical quality
  • Responsible for the fiduciary management of the programme, and maintain and update risks assessment and mitigation strategies

Requirements

  • Minimum 12 years of progressive professional work experience and at least 6 years of experience at strategic leadership role in managing complex programs
  • Master's degree (or higher) in a field relevant to the programme
  • Solid track record in designing, implementing, and managing TVET projects
  • Understand employer-led skills development interventions
  • Experience in managing medium to large-scale development cooperation programmes, especially aiming at achieving systemic results
  • Lead a diverse team and build teams
  • You have excellent analytical, negotiating, problem solving and decision-making skills
  • Manage working relationship with diverse stakeholders
  • Experience of working in fragile conditions and ability handle stressful situations
  • Experience of working in Asia, and the region, will be an asset
  • Advanced communication skills in English (verbal, writing, listening and presentation) with excellent computer literacy in MS Office programs, specifically MS Word, Excel, PowerPoint, and Outlook
