Project title:  Technical Assistance to operationalise the Capacity Building & Engagement Window of the “Enhancing Accountability” programme

 

Brief description of the project:

 

The purpose of this contract is to provide Technical Assistance (TA) to support the EU Delegation and National Treasury in the design, administration and implementation of the Enhancing Accountability Programme. This contract will enable the establishment and operationalisation of Component B of the aforementioned programme, namely the Capacity Building and Engagement Window.

 

Results to be achieved:

  •  A fully functional and resourced facility – the Capacity Building and Engagement Window – is created to support civil society and Constitutional bodies.
  • The capacity of CSOs and Chapter 9 & 10 institutions is enhanced.
  • Opportunities are identified and created, and actions are implemented to enhance accountability and transparency in South Africa.
  • Dialogues and engagements between the public and private sectors, civil society and Constitutional bodies are enhanced.
  • The South African Government’s efforts to improve accountability and address corruption are strengthened through civil society participation.

 

Commencement date of the project:  September 2022

 

Duration of the assignment:  48 months

 

Requirements:

Qualifications and skills

  • A Master’s degree in Political Science, International Relations, Human Rights, Law or a related discipline is required;
  • In the absence of a Master’s Degree, a Bachelors’ degree or equivalent qualification with no less than 10 years’ experience in the fields listed above or related disciplines will be considered;
  • Proven command of English (spoken and written), including the ability to prepare reports, conduct presentations, and facilitate dialogue.
  • Competent in MS Office;

 

General professional experience

  • At least eight years’ general experience in programme management in sectors related to good governance.
  • At least three years’ general experience in designing capacity development initiatives for civil society organisations;
  • Experience in facilitating multi-stakeholder dialogue.
  • Experience in evaluating proposals in response to EU Calls for Proposals will be an advantage.

 

Specific professional experience

  • Management or implementation of at least three initiatives or activities, of a minimum duration of three months each, in one or more of the following areas: strengthening accountability, public participation, transparency, anti-corruption, and promotion of democracy;
  • Management or implementation of at least three initiatives or activities of a minimum duration of three months each, with institutions with the role of supporting democracy and oversight, such as Parliaments, audit institutions, ombudsman/watchdog and related institutions;
  • Management or implementation of at least three initiatives or activities of a minimum duration of three months each, working in, or with, civil society;
  • Experience of working in the public sector, with high-level Government officials at the level of Director Generals, Ministers, Chief Executive Officers of human rights institutions, and/or Parliamentarians will be an advantage;
